    Sabah latest Malaysian state affected by floods

    KUALA LUMPUR (BERNAMA) – Sabah is the latest state to be affected by floods, with 236 people evacuated to three temporary relief centres, joining four other states while Selangor and Pahang have fully recovered as of 4pm yesterday.

    In Sabah, 13 people from five families were evacuated to the relief centre that was opened at Dewan Sekolah Jenis Kebangsaan (C) Chung Hwa, Kota Belud from 2pm after floods hit Kampong Song-Song, Kampong Donggoi and Kampong Marajah in the district.

    Meanwhile, 223 people from 52 families were moved to two relief centres as a precaution due to the high tide phenomenon.

    In Sarawak, as of 3pm yesterday, the State Disaster Management Committee (SMDC) reported that the number of flood victims rose to 305 compared to 139 this morning and that two more relief centres have been opened at the Ladong Community Hall in Sebuyau and Sekolah Kebangsaan (SK) Kampong Baru, Samarahan.

    With the two new relief centres, each housing 53 and 64 evacuees, there are now six relief centres in the state, including Balai Raya Kampong Opar and Balai Raya Kampong Jugan in Bau as well as the Kampong Bedaun Hall in Santubong and Dewan Suarah Kota Samarahan, Samarahan.

    In Perak, the number of evacuees at two relief centres dropped to 51 people from 13 families.

    While the relief centre at Sekolah Menengah Kebangsaan (SMK) Abd Rahman Talib in Hilir Perak housed 37 victims from seven families, the number of evacuees at SK Sungai Tiang Darat, Bagan Datuk dropped from 26 people from 12 families this morning to 14 people from six families.

    Meanwhile, the number of evacuees in Segamat, Johor dropped to 34 people from 11 families following the closure of one relief centre, the Kampong Tasek Community Hall, at 1pm.

    In Kelantan, 18,924 evacuees from 6,182 families have taken shelter at relief centres this evening, which is a reduction compared to 24,297 victims from 7,623 families this morning.

    The SDMC Secretariat said all the evacuees were placed at 53 relief centres in the districts of Pasir Mas, Tanah Merah, Pasir Puteh, Kota Bharu, Bachok and Tumpat.

    In Terengganu, the number of evacuees dropped from 25,895 this morning to 23,634 and all of them have been placed at 153 relief centres operating in all eight districts.

    In Selangor, the two relief centres opened last night – at SK Merbau Sempak, Shah Alam and the Kuala Selangor Municipal Council (MPKS) Hall in Desa Coalfield, Kuala Selangor – were closed at 2pm yesterday.

    In Pahang, the last relief centre in SK Sungai Ular, Kuantan, which housed 23 evacuees from six families, was closed at 4pm yesterday.

      AVOID BOTTLING UP EMOTIONS

      One of the most common problems during a break-up is feeling like you don’t matter anymore.

      You tend to begin hiding your feelings and pretending that everything is normal when you’re feeling deeply disturbed inside. It’s not healthy.

      Talking about your feelings is essential to ease your heart and make you realise that there are people who care for you even during this time.

      It’s okay if you cry while talking. It’s an emotional release your heart needs to commence its healing process.

      ACCEPT, RATHER THAN EXPECT

      A break-up often leaves one with lots of questions and an urge for another conversation or meeting with your ex for closure.

      As you enter a new chapter in life, switch up the usual routine you followed with your ex. Go to a new restaurant you never went to before, or take a trip to a destination you always wanted to go to.

      Or go on a shopping binge and buy yourself things you always wanted. The sky is your limit, just start building your courage to breach it.

      Remember, break-ups are just a part of life, not the end.

      France planning AI-assisted control for Paris Olympics

      PARIS (AFP) – French authorities plan to use an AI-assisted crowd control system to monitor people during the 2024 Paris Olympics, according to a draft law seen by AFP on Thursday.

      The system is intended to allow the security services to detect disturbances and potential problems more easily, but will not use facial recognition technology, the bill said.

      The technology could be particularly useful during the highly ambitious open-air opening ceremony which is set to see Olympians sail down the river Seine in front of a giant crowd of 600,000 people.

      French police and sports authorities faced severe criticism in May after shambolic scenes during the Champions League final in Paris when football fans were caught in a crowd crush and teargassed.

      The draft law, which was presented to the Cabinet on Thursday, proposes other security measures including the use of full-body scanners and increases the sentences for hooliganism.

      Organisers and Interior Minister Gerald Darmanin have both argued in favour of using so-called “intelligent” security camera software that scans images for suspect or dangerous behaviour.

      The use of such a system during the Olympics is an “experimentation”, the draft law said, but could be applied for future public events which face terrorism-related or crowd control risks.

      “No biometric data is used, nor facial recognition technology and it does not enable any link or interconnection or automatic flagging with any other personal data system,” the bill stated.

      The games’ organising committee said on November 21 that it needed to lift its budget estimate by 10 per cent from EUR3.98 billion to EUR4.48 billion, partly as a result of inflation.

      Rather than opening the games in an athletics stadium as is customary, organisers have planned a ceremony on July 26, 2024 with a flotilla of some 200 boats sailing down the river Seine.

      The banks of the river can accommodate 100,000 people who will have to buy tickets, while another 500,000 are set to watch for free from the street level, according to government estimates.

      Iban teen embraces Islam

      Some 400 people embraced Islam between January and November this year, of which 155 were recorded in the Tutong District, making the district with the highest number of converts.

      Yesterday saw another conversion in the district when an Iban teenager embraced the Islamic faith in a ceremony at Bukit Beruang National Housing Scheme, Tutong.

      Seventeen-year-old Andreas Christino Anak Gawing now known as Muhammad Adam Rizqi bin Abdul Rahim, officially embraced Islam in a ceremony witnessed by Acting Tutong District Officer Mohammad Sofian bin Haji Basri. The ceremony began with the recitation of Surah Al-Fatihah by religious officers from the Dakwah Development Section, Tutong Dakwah Unit at the Islamic Dakwah Centre, followed by a recitation of Syahadah by the new convert. The ceremony was further enlivened with a Dikir Marhaban.

      Best tips for bulking up

        ANN/THE STAR – For most males, hitting the gym is a way to get healthy, look good and feel more confident.

        To get the most out of a workout session, a good understanding of health and nutrition can help maximise results.

        However, if you were to ask most men what it takes to build muscle, they’d probably say that you just need to eat protein, protein and more protein.

        Sure, protein is important.

        After all, your muscles are made of protein, and your body requires adequate protein in the diet in order to have the building blocks it needs to build muscle mass.

        But protein alone won’t do.

        You also need to pay attention to the rest of your diet and exercise routine.

        To help men start off on the right track, here are some tips on how to build muscle effectively.

        STRIKE THE RIGHT BALANCE

        A lot of people who are trying to bulk up are also trying to lose body fat at the same time.

        But sometimes, the approaches they use to meet those goals are at odds with each other.

        They’ll take in plenty of protein, which, when coupled with a strength training routine, should lead to more lean mass.

        But they may also cut their total calories back too far in an effort to get “shredded”.

        That can be a problem.

        If you cut your calories too much, some of the protein that you eat is going to be burned for fuel rather than being used to support muscle development.

        So, to effectively build muscle mass, you want to ensure that you have enough calories to support your activity and the right balance of nutrients.

        FUEL UP WITH CARBOHYDRATES

        Many bodybuilders see carbohydrates as the enemy, and that can be a mistake.

        Yes, highly refined carbohydrates and snacks hardly do the body good. But the right carbohydrates help to fuel activity, including working muscles.

        Good sources can be found in whole grains, beans, fruits and vegetables.

        Without adequate carbohydrates to fuel your exercise, some of the protein you’re eating might get burned for fuel.

        So, to avoid “burning the candle at both ends”, make sure to include enough high-quality carbs in your diet.

        GET SOME HEALTHY FATS

        Dietary fat is sometimes underappreciated by some athletes. Like carbohydrates, fats may have an undeserved bad reputation. Small amounts of the right kinds of fats are very important. That’s because certain fatty acids, the building blocks of dietary fats, are essential as the body can’t make them.

        Fatty acids are a vital structural component of every cell membrane, including muscle cells.

        The body relies on fat to fuel moderate intensity, longer-term exercise.

        That’s just the type of exercise that might be coupled with a strength training regimen to build mass and lose body fat.

        Good sources of fatty acids include nuts. seeds, fatty fish, olive oil and avocado.

        PROTEIN INTAKE AND TIMING ARE KEY

        Protein is crucial for muscle development, but instead of simply focussing on the amount of protein you take in, you should also pay attention to the timing of your intake.

        The process of muscle protein synthesis (MPS) is stimulated by strength training activity, but it’s also stimulated when you eat protein.

        This is one reason why those looking to bulk up should aim to spread their protein intake evenly over meals and snacks throughout the day.

        MPS is greater under these conditions than it is under a more typical pattern in which little protein is consumed in the morning, a bit more at lunch, and then a large amount at dinner.

        And, a bedtime snack containing about 25 grammes of protein can help to stimulate MPS during the night.

        Both plant-based and animal-based protein sources provide the necessary building blocks for MPS, but different proteins are digested and absorbed at different rates, so taking in a variety of protein sources could allow a prolonged release of amino acids into the system.

        For example, dairy products contain two proteins: whey and casein.

        Whey is considered a “fast-acting” protein, while casein takes longer for the body to process.

        It’s the reason why many athletes turn to dairy proteins since they provide a sustained release of amino acids over a longer period of time.

        However, animal proteins aren’t necessary in order to build muscle.

        With careful planning and attention to total intake, even vegetarians and vegans can consume enough protein to support muscle development.

        BEST DIET TIPS

        Q: How to spread your protein intake, and how often should you eat?

        A: Ideally, you’ll want to time your eating so that it works with your workout, but also aim for three regular meals and a couple of snacks – making sure that they are balanced with both carbohydrates and protein. That way, you can provide your body with the fuel it needs from the carbohydrate, as well as a steady supply of protein to stimulate MPS.

        Q: What to eat before a workout?

        A: You want to start your workout well-hydrated and well-fuelled.

        For fluids, drink about two cups of water two to three hours beforehand, then have another cup about 15-20 minutes before.

        The length of time between the time you eat your meal and the time you work out will dictate the type of meal you have:

        If you have a few hours to digest, then a balanced breakfast that might include food like eggs, yoghurt, whole-grain toast or cereals, milk/soya milk, and fruit would be appropriate.

        If you’ll be eating fairly close to the time you work out, then something like a protein shake will take less time to digest.

        Just be sure your shake includes not just protein but a source of carbohydrates, too.

        So, in addition to a protein powder and/or milk or milk alternatives, include food such as fruits and vegetables (such as carrots or sweet potato); you can even toss in some rolled oats.

        Q: What to eat after a workout?

        A: After you exercise, your muscles need some healthy carbohydrates and about 10-20 grammes of high-quality protein to help them repair and recover.

        A tub of yoghurt, a turkey or nut butter sandwich, a smoothie made with fruit and milk or soya milk, or a bowl of cereal and fruit are all good recovery food after a session of strength training.

        Q: What are good snacks in between meals?

        A: Snacks should include the same healthy balance of protein and carbohydrates.

        Some snack bars have a good balance of protein and carbohydrates and are convenient to carry with you.

        Other quick snacks include a hard-boiled egg with whole grain crackers, yoghurt with fruit, or raw vegetables and hummus.

        Q: How to gain muscle without putting on fat?

        A: In order to build muscle, your body does require additional nutrients and calories, but that doesn’t give you licence to eat as much as you want.

        If you take in more calories than you burn – whether from unhealthy, fatty, sugary food or from a healthy well-balanced diet – those calories will get stored as body fat. Choosing lean proteins, such as fish, poultry, low-fat dairy products, beans and tempeh, will help ensure that your body gets the protein it needs without excess calories.

        Similarly, choose healthy carbohydrates – fruits, vegetables, whole grains – over sugars and refined starches, so you can reap the benefits without the extra calories.

        DESIGNING A PLAN

        You need more than just protein in your diet to get the nutrients you need to build muscle.

        The same applies to your exercise routine – doing the right workouts will help you reach this goal faster and more effectively.

        Sports performance and fitness specialist Denise Cervantes shared her favourite tips for strength training.

        Strength training, also known as resistance training, is the main form of exercise you want to focus on to build muscle.

        These exercises include weightlifting or bodyweight training (without weights) to improve your strength and strength endurance.

        When you are training to increase strength or gain muscle, there are two things you need to make sure you are doing in your training to initiate the physiological change for hypertrophy (muscle growth in size).

        First, you need to make sure you are creating mechanical tension, meaning you are using a heavy enough weight to challenge the muscle through a full range of motion.

        Secondly, your training must also cause metabolic stress.

        You will know you have done so when your muscle becomes fatigued, because it has used all of its stored energy to fuel its contractions to complete the repetitions.

        This is a good thing!

        These stresses you apply to the muscle will cause damage to the muscle fibres, causing “micro-tears”, which then send signals for the cells to regrow stronger and bigger.

        And remember, growth happens with rest, so make sure to follow a well-designed programme that gives you a day to rest the muscle you just worked so it has a chance to recover and grow.

        To see continual improvements from strength training, you should gradually increase the weight and number of repetitions.

        Pretty soon, you’ll be a lot stronger physically and attracting a lot of attention!

        Ex-Philippine police, six others charged in cockfight kidnappings

        MANILA (AFP) – Three former Philippine police officers and six others have been charged with kidnapping after a spate of mysterious disappearances in the country’s massive cockfighting industry, authorities said yesterday, with dozens of victims feared dead.

        The justice department said in a statement that prosecutors had found probable cause to file charges against the three then-policemen for allegedly robbing and abducting a man from his house.

        Philippine police have said the victim, accused of operating a fake betting website, was taken from his home in August last year.

        The force said five officers were dismissed over the case, including the three being charged. Six cockpit security personnel are also being charged with kidnapping after witnesses saw them bundle six players into a van against their will during a Manila cockfight last January.

        A Senate investigation found the players were suspected of sabotaging their roosters so they would lose, while secretly betting on their opponents.

        There are at least 27 people still missing in other suspected kidnappings linked to cockfighting around metro Manila.

        State prosecutors are investigating some of the other cases, but have yet to file charges

        Police have said that many of the victims were last seen alive inside the country’s raucous cockpits.

        Justice Secretary Jesus Remulla has said all 34 people missing in the cases are likely dead.

        Two dead, four wounded in Paris shooting; suspect arrested

        PARIS (AP) – A shooting targetting a Kurdish cultural centre in Paris yesterday left two people dead and four others wounded, authorities said. A 69-year-old suspect was wounded and arrested.

        The reason for the shooting wasn’t immediately clear.

        The Paris prosecutor’s office opened a murder investigation and was working to confirm the identity of the suspect.

        Police cordoned off the area in the 10th arrondissement of the French capital, on a busy street with shops and restaurants near the Gare de l’Est train station.

        The shooting came at a time when Paris is bustling with activity before the Christmas weekend.

        The Paris police department warned people to stay away from the area while emergency workers were at the scene.

        The shooting occurred in a Kurdish cultural centre and a restaurant and hairdresser nearby, according to the mayor for the 10th arrondissement, Alexandra Cordebard. Speaking to reporters at the scene, she said the “real motivation” for the shooting remains unclear.

        The attacker was also wounded and is hospitalised, Cordebard said.

        Two of the four people who were wounded are in critical condition, the prosecutor’s office said.

        Anti-terrorism prosecutors are in contact with investigators but haven’t indicated any sign of a terrorist motive at this stage.

        Roglic to take on Giro as Vingegaard defends Tour title

        AMSTERDAM (AFP) – Slovenian Primoz Roglic will focus on the Giro d’Italia next season while Danish team-mate Jonas Vingegaard will defend his Tour de France title, their Jumbo-Visma team said on Thursday.

        The 33-year-old Roglic was a runner up in the Tour in 2020.

        He failed to finish the last two editions of the race after heavy crashes, but last year he stayed in the Tour long enough to help Vingegaard into the yellow jersey.

        The Dane went on to win the race.

        “Wilco Kelderman will support him and we will build a solid team around Primoz,” said Sporting Director Merijn Zeeman during the team presentation.

        “Having two strong leaders is a luxury and we will give everything to win this Giro.”

        Roglic, who has three Vuelta titles, is not the only big name who will miss the 2023 Tour de France.

        Last month, Vuelta and world road race champion in Quick-Step Alpha Vinyl’s Remco Evenepoel announced he would also be riding the Giro and skipping the Tour.

        RIO DELL, CALIFORNIA (AP) – Outside a general store, a store manager ticked off the items she had to share with families trying to restart their lives after an earthquake pushes them from their beds and cut off the town’s water and power.

        “Batteries or candles?” a worker asked a mother holding her child and handed the toddler a plastic candy cane filled with sweets.

        Just days before Christmas in Rio Dell, the town grappled with the aftermath of early Tuesday’s magnitude 6.4 earthquake that injured at least 17 people, shook homes, damaged water systems and left tens of thousands without electricity, some for more than a day.

        By Wednesday afternoon, power was restored to the homes of tens of thousands of residents and street lights around the community’s main street came back on. However, according to local officials, most of the town’s 3,500 residents still lacked safe drinking water.

        Rio Dell City Manager, Kyle Knopp, said that 26 homes were deemed unsafe, leaving an estimated 65 people homeless. Another 37 homes were damaged, and those that suffered no physical cracks required intense cleanup inside, where the floors were cluttered by knocked down shelves and broken dishware.

        By Wednesday night, Pacific Gas & Electric announced that it had restored electric power to essentially all of the approximately 70,000 customers who had quake-related outages.

        Along the Northern California’s coast, earthquakes are common. But the one that shook people from their homes was different to many who found themselves tossed violently from their beds and stumbling around in the dark of night in search of safety.

        When his house began to shake, Chad Sovereign ran into his 10-year-old son Jaxon’s room, grabbed him, and dove under a door frame. The brick chimney collapsed, pulling the wall with it and leaving a hole in their home.

        “It felt like the end of the world,” Sovereign said. “I was telling him I love him. I didn’t say goodbye to him, (but) in my head I was”.

        He said that the family lost water and power after the quake, but fortunately they could remain in their home. They filled up their bathtub with whatever water was left before the shutoff and used it to flush the toilets.

        The quake was centred in nearby Ferndale, about 345 kilometres northwest of San Francisco and near the Pacific coast. The area is known for its redwood forests and scenic mountains as well as the Mendocino Triple Junction, a geologic region where three tectonic plates meet.

        On Wednesday, the community fire station was turned into a drive-through hub where residents can replenish their food supplied by World Central Kitchen and water supplies.

        The once bustling lumber town with shops in the 1970s is today a small community made up of retirees, commuters and renters. When a nearby mill went bankrupt and a major thoroughfare moved, Rio Dell became a shadow of its former self, residents said. But it remains a place where people relies on each other for help to rebuild their damaged properties.

        Dollar Store Manager, Cassondra Stoner, said she was told she could distribute water, batteries and candles but to hold off on other items until they could be inspected – something she couldn’t always do. “I couldn’t help myself, and I gave somebody one ibuprofen and some baby diapers because I am not going to let a kid go without diapers,” she said.

        The Dollar General is the main grocery in Rio Dell. Locals said that there’s also a hardware store and a pizza place in a town which are used to earthquakes knocking products off its shelves and causing damage to inventories but rarely lowers their spirits.

        Editor of the Rio Dell Times, Sharon Woll, said that “We see news reports that this place had a 3.6, and it’s like, ‘Oh, please.’”

        Nearby Ferndale, which draws tourists to its picturesque Victorian Village, also lost power and a key bridge to the community was shut down. The owner of Mind’s Eye Manufactory and Coffee Lounge, Marc Daniels said that shopkeepers hoped to bounce back quickly once the lights came back on.

        “We know how bad it could have been,” said Daniels. “We feel like we sort of dodged a bullet this time”.

        About 17 people were reported injured and two people died, an 83-year-old and a 72-year-old because they couldn’t get timely care for medical emergencies during or just after the quake.

        While more than half of the 72,000 Humboldt County customers who lost electricity when the quake struck had power restored by Tuesday evening, some still went without power and water throughout the night. Boil water advisories were issued for Rio Dell and parts of Fortuna because of damaged water systems. In Rio Dell, portable toilets were set up downtown.

        Celia Magdaleno, 67, said she hauled a container of water from her neighbour’s swimming pool back to her home in order to flush the toilet. She said she took rainwater she had captured in a barrel and heated it so her husband could bathe before his dialysis appointment.

        Having access to water “means a lot”, she said. “It’s a very big blessing for me”.

        Nathan Scheinman, 24, said he used four blankets but could barely sleep through the cold with the shock of the quake repeating in his mind. He lost gas, water and power, and had to drive to find a usable bathroom.

        Right now, Scheinman said rather than thinking about the holiday, he is trying to help people who come into the hardware store where he works with whatever he can in their time of need.

        “I want to be there for people the best way I can,” he said.

        US Congress clears first hurdle for USD1.7 trillion spending deal

        WASHINGTON (AFP) – United States (US) senators approved a sweeping annual spending package on Thursday that includes USD45 billion in Ukraine aid and reforms to election law aimed at avoiding a repeat of last year’s assault on the Capitol.

        The USD1.7 trillion blueprint must now be rubber-stamped by the House of Representatives before Friday’s midnight deadline to keep the federal government open – although a damaging festive shutdown is not considered likely.

        “The bill is so important to get done because it will be good for families, for veterans, our national security, even for the health of our democratic institutions,” Democratic leader Chuck Schumer said.

        Lawmakers in the House hope to seal the deal – covering the financial year ending in September 2023 – before the end of the day, although wrangling over the fine print could keep them in Washington, with a massive winter storm threatening transport chaos bearing down on the capital.

        Failure to get the bill to Biden’s desk would be awkward for the White House and Congress, days after war-torn Ukraine’s President Volodymyr Zelensky was warmly welcomed to Washington and urged Democrats and Republicans to pass the USD45 billion in Ukraine aid proposed as part of the budget.

        But it is not expected to get a bumpy ride in the lower chamber, where Democrats enjoy a slim majority for a few more days, until the Republican-led 118th Congress opens for business.

        The giant bill pays for almost every aspect of the day-to-day management of the federal government, including enforcing laws, setting foreign policy, printing money and running the armed forces.

        But it also features add-ons less obviously connected to funding, such as a reform tightening a poorly-written 19th Century election law to make clear that vice presidents do not have the power to unilaterally overturn election results.

        Defeated president Donald Trump exploited the loose wording of the text to argue that his deputy Mike Pence could halt the transfer of power after the 2020 election, amid bogus claims of voter fraud.

        Pence rebuffed Trump’s entreaties and the billionaire Republican’s vilification of his vice president was the cornerstone of his speech that allegedly incited a mob to storm the US Capitol on January 6, 2021.

        Trump, who has launched a run to regain the White House despite a cloud of criminal and civil investigations, released a statement describing the package as a “monstrosity… crammed with left-wing disasters, Washington betrayals, and special interest sellouts”.

        House minority leader Kevin McCarthy has also been urging his party to vote against the package, arguing that his side will have more sway in negotiating the size and scope of federal spending when they wrest the lower chamber from the Democrats in January.

        But he was largely ignored by Senate Republican leaders and much of the rank and file, as the spending bill passed by 68 votes to 29.

        There was late drama on Wednesday, with the entire package looking likely to fall apart as Democrats and Republicans clashed over an expiring Trump-era border policy to curb immigration that conservatives want to retain.

        But hours of fraught negotiations behind the scenes eventually cleared the way for Thursday’s vote.

        “We have a difference of opinion on immigration policy. We’re not going to solve that in this budget,” Democratic senator Chris Murphy told reporters late Wednesday.

        “And to let that disagreement take down aid to Ukraine to keep people alive during a cold winter… is pretty unthinkable.”
