About 10 minutes into trading, the Dow Jones Industrial Average was up 0.3 percent at 38,816.55.

The broad-based S&P 500 advanced one per cent to 5,165.84, while the tech-rich Nasdaq Composite Index gained 1.5 per cent to 16,208.21.
