A proposal to introduce facial recognition technology into the Human Resources System (SSM) in the public sector aims to address accountability concerns and improve transparency in managing government employees’ data. Currently, QR codes and GPS coordinates are used for verification, but the integration of facial recognition technology is seen as a more effective solution to ensure security and authenticity within the system.
Minister at the Prime Minister’s Office and Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof revealed this during the ongoing 21st Legislative (LegCo) Council meeting on Monday.
Authorities are also exploring the development of a mobile application for the SSM that could incorporate both facial recognition and geometric credential verification. This initiative is expected to streamline the system, improve security, and ultimately benefit the public. By enhancing transparency, the proposal aims to address security concerns while ensuring efficient management of public sector human resources.

Public service initiatives continue to enhance efficiency and productivity
The Public Service Workforce Framework 2016-2020 continues to drive initiatives aimed at improving organisational productivity in the public service sector. Efforts to assess public service competencies and strengthen excellence are ongoing, with frameworks being implemented.
Since November 2023, the minister said that the Prime Minister’s Office has been rolling out workshops across 81 sectors, aiming to improve public service delivery and operational efficiency. These workshops are an essential part of ongoing efforts to enhance the performance of public service employees, ensuring they remain skilled, efficient, and productive. Additionally, the AIP awards celebrate excellence in governance and public service delivery, recognising agencies that have successfully implemented improvements in their operations.
JTPA: Transforming the public service for the future
The Public Service Transformation Committee (JTPA) has been established to lead the implementation of the seven transformations of Brunei’s public sector. JTPA will focus on formulating policies, strategies, and development initiatives aimed at enhancing public sector excellence, aligning with the nation’s Vision 2035 goals.
A key part of JTPA’s agenda includes adopting pro-business policies, digital empowerment, and fostering collaboration between the public and private sectors. The committee aims to improve workforce activities, optimize work processes, and strengthen the effectiveness of Brunei’s private sector.
These efforts are critical as Brunei seeks to modernise its public service, making it capable of meeting the challenges of the 21st century while continuing to serve the needs of the nation. – Fadley Faisal
