USD40K offered for info to locate Fat Leonard

SAN DIEGO (AP) – The United States (US) government posted a USD40,000 reward on Friday for information leading to the arrest of the Malaysian defence contractor nicknamed ‘Fat Leonard,’ who disappeared weeks before he was set to be sentenced for one of the largest bribery scandals in the nation’s military history.

Leonard Glenn Francis cut off his ankle monitoring bracelet around 7.35am last Sunday at a San Diego home where he was being held, according to the US Marshals Service.

Neighbours reported seeing U-Haul trucks coming and going from the home days before he disappeared.

Francis had been allowed to remain in home confinement to receive medical care while he cooperated with the prosecution.

With his help, prosecutors secured convictions of 33 of 34 defendants, including more than two dozen Navy officers.

Francis pleaded guilty in 2015 to offering prostitution services, luxury hotels, cigars, gourmet meals and more than USD500,000 in bribes to Navy officials and others to help his Singapore-based ship servicing company, Glenn Defence Marine Asia Ltd or GDMA.

Prosecutors said the company overcharged the Navy by at least USD35 million for servicing ships, many of which were routed to ports he controlled in the Pacific.

Izzat was crowned champion of Bintang Search Season 3 during it’s grand finale that premiered on OOPs! yesterday.

Izzat’s journey to the top was not easy. He was eliminated from the competition eight weeks ago only to be “called back” by judge Dayat. According to Dayat, “Izzat has many characteristics of a champion both in terms of voice, stage presence and public likeability”.

The “call back” meant Izzat had a second chance and valiantly performed through the season. Izzat is the only wildcard who performed at the finals.

As hosts Fatin Feisal and Ian Zukifli announced the win, Izzat was speechless and visibly excited.

The champion title is decided by 50 per cent votes and 50 per cent judges’ marks.

Charles III proclaimed monarch of Oz, NZ

THE STAR – King Charles was officially proclaimed head of state of both Australia and New Zealand at ceremonies yesterday in the nations’ capitals.

In New Zealand, the proclamation of Charles III as monarch, taking over from Queen Elizabeth who died on Thursday aged 96, took place in the parliament in Wellington.

Speaking from parliament’s steps, Prime Minister Jacinda Ardern said the event acknowledged the queen’s son, “His Majesty King Charles III as our sovereign”.

Ardern told a crowd that in the wake of the queen’s death, New Zealand had entered a time of change.

“King Charles… has consistently demonstrated his deep care for our nation,” she said. “This relationship is deeply valued by our people. I have no doubt it will deepen.”

In Australia, Governor General David Hurley, the British monarch’s representative in Australia, proclaimed King Charles as head of state at Parliament House in Canberra.

The proclamation was marked by a 21-gun salute.

The British monarch is the head of state in Australia as well as New Zealand, among 14 realms outside the United Kingdom (UK), although the role is largely ceremonial.

Earlier, Australian Prime Minister Anthony Albanese said a national day of mourning for the queen would take place on September 22, with the day to be a public holiday. Albanese said he would travel to London on Thursday, attend the queen’s funeral on September 19 then return to Australia on September 21.

“Then the National Day of Mourning and the memorial service is set to be the day after,” he told ABC television.

“That’s to allow people to pay their respects for the passing of Queen Elizabeth,” the prime minister said.

Albanese said Australia had offered to fly 10 of his Pacific Island counterparts and New Zealand dignitaries to Britain for the queen’s funeral.

Asked about how Australians would view the new monarch, Albanese said King Charles would have to “forge his own path”.

As a mark of respect, national flags in Australia are at half mast, parliament has been suspended and a giant portrait of the queen was displayed on the sails of the Sydney Opera House.

Heart disease No 1 killer in Brunei

Lyna Mohamad

Cardiovascular disease (CVD) has overtaken cancer as the leading cause of overall and premature deaths in Brunei Darussalam, with last year’s statistics suggesting that CVDs were behind 416 deaths, compared to 306 deaths from cancers.

Minister of Health Dato Seri Setia Dr Haji Mohd Isham bin Haji Jaafar highlighted this in his opening remarks at the Cardiology Conference 2022 yesterday.

“CVDs accounted for over a quarter (26 per cent) of all deaths (416 out of 1,596) in Brunei Darussalam last year. The age standardised premature CVDs mortality rate in the Sultanate was about 135 per 100,000 population in 2021. This rate is comparable to many Western countries and is similar to the reported age standardised CVDs mortality rate in the United States (US) at 130 per 100,000 population in 2019,” he said.

The minister added that in the context of non-communicable diseases (NCDs) and CVDs, Gleneagles JPMC is committed to both the management and prevention of CVDs, reflected through the 2019 signing of a memorandum of understanding (MoU) between Gleneagles JPMC and the Ministry of Health (MoH).

The MoU serves to collaborate on a joint effort promoting a healthier lifestyle through the Workplace and Health (WAH) programme and the Happy Environment and Lifestyle (HEAL) programme.

“The MoH appreciates Gleneagles JPMC’s continued support in providing quality specialised healthcare services to the population,” Dato Seri Setia Dr Haji Mohd Isham said, adding that “this is testament to the strong collaborative efforts of both institutions in curbing the CVD burden”.

Additionally, the MoH – through the Multisectoral Task Force for Health – will continue to cooperate with stakeholders to achieve the targets and indicators.

“This is set out in the strategic objectives of the Brunei Darussalam Multisectoral Action Plan for the Prevention and Control of non-communicable diseases (BruMAP-NCD) 2021-2025, whose goal is to – by 2025 – reduce by 10 per cent the probability of dying between the ages of 30 and 69 from CVDs, cancer, diabetes or chronic respiratory diseases.”

Citing the conference theme ‘Cardiology in Asia and 20 years of Gleneagles JPMC’ the minister highlighted the centre’s achievements and contributions towards cardiology and the healthcare of the populace.

Before Gleneagles JPMC was establishment in the early 2000’s, CVDs was the leading cause of death in Brunei Darussalam. This would become the impetus for His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s vision of building a world class heart centre to address the care needs of the populace.

A joint venture between Parkway Healthcare Ltd and the Brunei government, represented by Jerudong Park Medical Centre, ensued on July 15, 2002.

Since its inauguration that year, Gleneagles JPMC has grown rapidly, accomplishing various tertiary cardiac services, while building state-of-the art facilities and cardiac care. It established itself as one of the best cardiac centres in Borneo and in the region with the first coronary angiogram performed on February 21, 2003.

On May 10, 2003, it notched another milestone by performing the first open heart surgery, followed by, the very next day, the first percutaneous coronary intervention. Up until 2021, Gleneagles JPMC has performed over 16,000 angiograms (averaging 859 annually), over 9,000 percutaneous coronary interventions (averaging 483 annually) and 2,959 heart surgeries (averaging 156 annually).

Gleneagles JPMC has also started performing complex procedures including transcatheter closure of PDA and ASD, electrophysiological ablation, and other comprehensive treatments such as implantation of watchman device and transcatheter aortic valve implantation.

“Gleneagles JPMC has achieved many remarkable milestones over the past 20 years,” Dato Seri Setia Dr Haji Mohd Isham said, listing among them “the introduction of the extracorporeal membrane oxygenation (ECMO) programme in 2010, which has saved countless lives, including those of COVID-19 patients”.

Another milestone was the May 2013 introduction of the CARTO electrophysiological mapping system for complex ablations – the first system in Borneo, and one of the first systems in the region.

Additionally, on November 11, 2014, Gleneagles JPMC performed the first case of LVAD implantation in Brunei and Borneo; proving to be one of the first successful cases in ASEAN.

To this day, it continues to be one of the few hospitals in this region to have this capability.

The centre also obtained a JCI Accreditation in October 2020 for monitoring and maintaining its quality of care for patients.

“On top of pursuing clinical excellence, Gleneagles JPMC has also invested in education and elevating the profile of the country and hospital, while contributing towards the development of clinical expertise and leadership qualities among locals and international health professionals,” the minister said.

Gleneagles JPMC embarked on a fellowship training programme for specialist doctors for subspecialty training and to develop nursing and allied health professionals. It also sponsored local and international staff to attend courses and programmes abroad, including at Institut Jantung Negara (IJN) and Nanyang Polytechnic in Singapore.

Over the years, the centre has made a conscious effort to localise its staff to better support operations; 60 per cent of its existing staff are Bruneians.

“From the pandemic, we must learn to innovate ways to treat and manage patients. It is my hope that Gleneagles JPMC will continue to excel in the management of patients by practising technological advances such as telemedicine and telesurgery to enhance its comprehensive care of patients, especially with the ‘One Patient, One Record’ system available via Bru-HIMS 2.0 in the near future.”

HK cops arrest nine for allegedly assaulting teen

THE STAR – Hong Kong police have arrested nine secondary school students on suspicion of assaulting a 14-year-old girl in a dispute over trivial matters on the roof of a building in the New Territories.

The suspects, five boys and four girls between 13 and 16 years old, were rounded up in a series of raids over the weekend, according to the force.

Police said one of the boys was also detained on suspicion of claiming to be a triad member and another boy was also arrested for theft. Both are 14 years old.

A police spokeswoman said all suspects had been released on bail, pending further investigation. They are required to report back to the force in mid-September.

The case came to light when the victim’s mother made a report to police last Friday.

“A preliminary investigation suggested the victim had a dispute over trivial matters with the nine suspects who were accused of using their hands to attack her,” police said.

During the incident, one of the boys claimed to be a triad member and the other boy was accused of stealing HKD70 (USD9) from the victim.

The victim was sent to Yan Chai Hospital in Tsuen Wan for treatment. The Kwai Tsing anti-triad squad is investigating the case.

Since the beginning of the new academic year last Thursday, the force’s public relations wing has started to distribute 20,000 anti-crime booklets to more than 470 secondary schools and over 20 school-sponsoring bodies.

Each section of the booklet features a real-life story, a criminal technique section that shows how offences are carried out and tips for on how to educate teenagers and spot warning signs.

‘Very strong’ typhoon approaches Japan islands

TOKYO (AFP) – Typhoon Muifa approached Japan’s southern islands yesterday, prompting officials to issue a warning for locals to seek shelter from the “violent waves and winds” before it made landfall.

According to Japan Meteorological Agency, Muifa is expected to maintain its strength and hit Ishigaki island, near Taiwan, on Monday before heading north toward Shanghai and its surrounding areas.

As of yesterday afternoon, the typhoon was located 180 kilometres south of Ishigaki, packing gusts up to 216 kilometres per hour as it moves northwest, the agency said.

“Very strong Typhoon Muifa is expected to draw very close to (to the region surrounding Ishigaki) on Monday. Violent waves and wind are expected in the region through Tuesday,” the agency said.

While the speed of the typhoon could slow down, “the area may remain under its effects for a long time”, it added.

250 saplings planted to fight climate change

Some 250 dipterocarp saplings were planted on Saturday, making a total of 507 trees planted under the Environmental Education Project this year.

The tree planting event, organised by Green Brunei in collaboration with Mitsubishi Corporation (Brunei Liaison Office) and Brunei Shell Petroleum Company Sdn Bhd, aimed to promote awareness on climate change as well as provide youth with the opportunity to be directly involved in efforts to achieve a low carbon and climate-resilient future.

Over 100 volunteers comprising students from institutions as well as the public participated in the event, supported by the Forestry Department, and the Ministry of Primary Resources and Tourism.

The Environmental Educational Project’s goal is to develop youth who are well-equipped with knowledge of climate change and to instil awareness and appreciation for natural resources. Other activities under the project included a river cleanup, an art competition and field trips to Tenaga Suria Brunei and Seria Energy Lab.
