Creating an even playing field

The Asia-Pacific Economic Cooperation (APEC) can further incentivise further investments into women entrepreneurs working towards environmental solutions through capacity-building programmes and policies.

Deputy Permanent Secretary (Trade and Industry) at the Ministry of Finance and Economy (MoFE) Mohammad Harris bin Brigadier General (Rtd) Dato Paduka Haji Ibrahim stated this during a high-level dialogue session of the APEC Women and the Economy Forum (WEF) in Seattle, United States recently.

Mohammad Harris said APEC is well-placed to actively promote and support the development of women’s leadership skills and provide mentorship opportunities.

The deputy permanent secretary also said APEC can adopt tangible actions to enhance the resilience of the informal economy to economic and environmental shocks.

He added this can be done through public sector collaboration with microfinance institutions and banks to develop and deliver financial literacy programmes, saving schemes and inclusive financial products.

Mohammad Harris led a delegation of officials from the MoFE and the Ministry of Culture, Youth and Sports to the dialogue session, chaired by Assistant to the President and Director of the White House Gender Policy Council Jennifer Klein.

During the session, ministers and heads of delegations exchanged views on advancing women in solutions to respond to all environmental challenges, including climate change, extreme weather and natural disasters.

Discussions also focused on how APEC can support mentorship and leadership programmes to upskill and reskill women and girls in addressing the matter.

Klein explained the key objectives of this year’s WEF that are critical to economic growth, including advancing gender equality in APEC’s climate response efforts; expanding digital inclusion and innovation; strengthening the care economy and promoting equity and equality within supply chains.

She also called on the private sector to collaborate with governments in furthering women’s full economic participation, including by changing business operations to promote women-led micro, small and medium enterprises (MSMEs) in global supply chains.

Investing in childcare and other care infrastructure for employees, and promoting gender equality should also be integrated as a core part of corporate business models, she said.

The APEC WEF High-Level Policy Dialogue on Women and the Economy was followed by a joint session between the WEF and the Small and Medium Enterprise (SME)

Ministerial Meeting. The discussions focused on expanding women-owned businesses’ access to global value chains, promoting women’s entrepreneurship through e-Commerce and women innovators and climate change.

29th SME MINISTERIAL MEETING

Meanwhile, Mohammad Harris highlighted domestic efforts on enhancing participation opportunities for local entrepreneurs at the 29th Ministerial Meeting held on August 21.

The deputy permanent secretary noted initiatives such as skills training support for persons with different abilities through Youth Development Centre and the Digital for All initiative which offers skills training support for senior citizens.

He also said the Darussalam Enterprise (DARe) Links initiative provides MSMEs with opportunities to participate in the supply chains of larger organisations including government-linked companies, statutory bodies and foreign direct investments.

The 29th SME Ministerial Meeting discussed empowering MSMEs in the global marketplace through access to global value chains; digital tools and technologies and the green transition.

The meeting was chaired by Under Secretary for International Trade, United States Department of Commerce Marisa Lago.

Book recension workshop kicks off

A two-day workshop on book recension began yesterday at the Language and Literature Bureau (DBP), Jalan Airport Lama, Berakas.

The ‘Sastera Kreatif: Puisi’ workshop tackles poetry books, understanding the book’s message and interesting factors, an in-depth understanding on a book’s chosen topic and how to appropriately write and draft material based on the topic.

The workshop also aimed to encourage critical thinking when broadening elements in the writing, determine the limits in writing on the topic and motivate participants in their writing.

Workshop participants will learn different types of recension and the responsibility of being a reader in analysing creative literature as well as to understand and review the material concisely.

Southeast Asia Write Award recipient in 2021 Dr Haji Morsidi bin Haji Muhamad is guiding the workshop, which uses two books published by the DBP as materials for recension.

Participants comprise officers and staff of departments under the Ministry of Culture, Youth and Sports, teachers and students from institutions of higher learning as well as literary experts.

DBP Head of Book Planning Division Pengiran Hajah Rosenani binti Pengiran Haji Halus said plans for recension on cerpen and novels are in the works and hoped that the workshop will inject interest in assessing and reviewing books. – Azlan Othman

Sarawak media delegation visits RTB

The Sarawak Media Group (SMG) visited the Radio Television Brunei (RTB) Broadcasting Complex recently.

SMG Chairman Dato’ Hajah Norhyati binti Mohd Ismail led the Malaysian delegation, which included several executives and senior officers.

During the visit, Acting Director of RTB Cheong Chee Keong highlighted the important of establishing cooperation in the field of broadcasting and welcomed the visit by SMG. – James Kon

Three-day showcase of Korean culture

The annual Korean Festival organised by the Embassy of Korea in Brunei Darussalam will be held from September 1 – 3.

Consul at the Korean Embassy Jung Minyoung shared this during a media luncheon yesterday.

The three-day event will kick off with the 3rd Korean Ambassador Cup Brunei Darussalam Taewondo Championship at Sungai Kebun Sports Complex.

The festival’s opening ceremony will be held at Times Square Shopping Centre in Berakas.

This year’s festival will feature K-pop performances, K-food cooking, Korean traditional games and quizzes on Korea as well as booths showcasing traditional Hanbok dress-up, Hangul name writing and traditional mask painting for children.

K-pop performances include a special appearance from ARTGEE, a Korean street dance group with 10 years of globally recognised performances, who will give a glimpse of traditional Korean culture and K-pop. – Lyna Mohamad

Ride to Miri strengthens ties

A group of Honda bikers participated in the Honda Miri Ride on Sunday.

The event was organised by BTOP Motors as part of their annual event initiative.

Their objectives were to express appreciation and strengthen ties among Honda owners.

The convoy’s meeting point was from BTOP Motors showroom in Beribi with the ride continuing to Miri.

Over 50 Maybank Brunei branch employees joined a volunteering activity at EcoPonies Garden in Kampong Lamunin, Tutong District recently.

The event began with Maybank Brunei General Manager Sulaiman bin Isa highlighting the importance of strengthening the bank’s commitment to the community through its flagship volunteerism programme Cahaya Kasih.

Maybank Brunei employees worked hand-in-hand to refurbish and build facilities at the garden for the community and visitors to enjoy.

Mukim Lamunin Penghulu Jaafar bin Haji Tinggal, Kampong Lamunin Village Head Husaini bin Othman, Kampong Menengah, Bukit Sulang and Panchong Acting Village Head Mohd Fitri Zulhilmi bin Haji Muhid Shah Asnawi, Kampong Merimbun Village Head Sanny bin Nangkat and EcoPonies Garden Manager Eyon Ukoi were present.

The activity was part of Maybank’s worldwide event to mark 11th Maybank Group Global CR Day. Some 20,000 Maybank employees engage with 11,000 community members in activities impacting lives and the environment through sustainable initiatives.

Themed ‘Adapt, Change, Thrive’, the event is part of the group’s Cahaya Kasih aimed at improving the lives of two million households across ASEAN by 2025 and achieving one million hours per annum on sustainability and delivering 1,000 significant United Nations Sustainable Development Goals-related outcomes by 2025.

Ukraine ambassador looks forward to Brunei sunsets, delicacies

Ambassador of Ukraine to Brunei Darussalam Kateryna Zelenko looks forward to enjoy the Sultanate’s beautiful sunset and local delicacies such as nasi katok and ambuyat.

The non-resident foreign envoy is also inspired by poems of the late Yura Halim – pen name of Yang Amat Mulia Pengiran Setia Negara Pengiran (Dr) Haji Mohd Yusuf bin Pengiran Haji Abdul Rahim.

The ambassador was in the country last week to present the letter of credence to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

“I fell in love with Brunei’s beauty when I first looked down during my flight and saw Bandar Seri Begawan with its pristine forest,” she said during an interview with Borneo Bulletin and Media Permata.

The ambassador arrived in Singapore in 2020 and plans to travel around ASEAN. “Ukraine has friendly ties with ASEAN for over 30 years. ASEAN is one of the most important strategic partners and we need to upgrade the ties in the region with over 600 million people,” she said.

During Brunei’s chairmanship of ASEAN in 2021, Ukraine became an observer in the ASEAN Inter-Parliamentary Assembly (AIPA) for the first time. “In 2022, we signed the Treaty on Amity and Cooperation in Southeast Asia,” said the diplomat. “We have to work together through mutual cooperation to address global challenges. The world is yet to fully recover from the impact of COVID-19. The supply chain issue and climate change are major issues too,” she said.

Zelenko revealed that Minister of Foreign Affairs II Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof and Ukrainian Foreign Minister Dmytro Kuleba held the first meeting to discuss the potential of trade and cooperation last year.

“Ukraine is a major exporter of food products. We are exporting halal products to Singapore and Malaysia and we are open for such trade with Brunei.

“Export from Ukraine to Singapore has grown 37 per cent in 2022 and we delivered a sizeable amount of poultry and eggs.

“If the Bruneian market is interested in Ukrainian products, we are happy to bring together our exporters and local importers to look at the potential,” she said.

In other fields of cooperation, the diplomat said, “We possess unique experience and can look at the information technology (IT) sector such as cybersecurity where Ukraine can share its best practices.

“Ukraine is one of Europe’s biggest IT hubs with Ukrainians being co-founders of popular apps and tech companies such as WhatsApp, Snapchat and PayPal. Our people have developed many of solutions widely used by millions of people.”

“There are many well-known Ukrainians in the fields of science, sports and arts too. We are a nation of creativity and vibrancy,” she added. Ukraine celebrates its Independence Day today. – James Kon

Nissan owners join five-day roadtrip to Sabah

A group of Bruneian Nissan car owners left the country for the first-ever Nissan Family Adventures organised by Boustead Sdn Bhd yesterday.

The five-day road trip, scheduled to end on August 27, is heading to Sabah, Malaysia.

Fifteen vehicles comprising Nissan Terra and Nissan Navara are headed to Kota Kinabalu and Kundasang.

The participants gathered at Automagination in Kampong Lambak before the flag off officiated by Boustead Executive Manager Lim Jin Lee.

The event is aimed at creating lasting memories for participants, strengthening ties between Nissan and its customers as well as showcasing the capabilities of Nissan Terra and Nissan Navara on different terrains. – James Kon

Visionary outlook for ASEAN’s future

The ASEAN Business Advisory Council (ASEAN-BAC) presented a visionary outlook for ASEAN’s future session at the 55th ASEAN Economic Ministers’ (AEM) Meeting in Semarang, Central Java on August 19.

Head of ASEAN-BAC Arsjad Rasjid presented the ASEAN-BAC report to the minister related to the Legacy Project ABAC Year 2023 with the ASEAN-BAC 2023 Leadership: ‘ASEAN Centrality: Innovating towards Greater Inclusivity’ with three main focuses – centrality, innovation and inclusivity.

At the consultation with the AEM, ASEAN-BAC recommended various initiatives including digital transformation, sustainable development, health resilience, food security, cross border trade and investment facilitation, talent mobility, MSME development and connectivity.

Recognising the barriers MSMEs face in accessing government, financial and marketplace services especially on the lack of official documentation, ASEAN-BAC Brunei presented recommendations on the importance of Digital Trust in ASEAN Economy.

ASEAN-BAC Brunei is focusing to help find a solution, with AKREDI (ASEAN Digital Credentials Platform) as its Legacy Project which will enter the next phase of development.

The business digital credentials service provider for the Borneo Economic Community via the DagangBorneo platform will be formally established on September 5 in Jakarta.

The adoption of the business digital credentials, together with technology implementation partners, will be the foundation of a pilot to facilitate cross-border movement of businesses, services, investors and talents.

ASEAN-BAC delegation also attended the launch of the ASEAN Tariff Finder.

This is an online platform designed to assist traders in maximising the benefits from completed or enhanced Free Trade Agreements (FTAs), including the ASEAN Trade in Goods Agreement (ATIGA), ASEAN+1 FTAs, the Regional Comprehensive Economic Partnership (RCEP) and bilateral FTAs completed by ASEAN member countries.

With increased engagements among relevant working groups, ASEAN-BAC is completing more achievements through five priority issues and eight legacy projects for the year, including Wiki Entrepreneur, the Marketplace Lending Platform, ASEAN Carbon Centre of Excellence, Net Zero Hub legacy projects.

ASEAN-BAC chaired by Indonesia will host the flagship events; the ASEAN Business and Investment Summit (ABIS) 2023 and the ASEAN Business Awards (ABA) 2023 as part of the ASEAN-BAC Indonesia’s Summit 2023 in Jakarta, Indonesia from September 3 – 4 which will bring together over 2,000 delegates from ASEAN and around the globe.

The ASEAN-BAC delegation conducted the 98th ASEAN-BAC Meeting and the 22nd Joint Business Council (JBC) Meeting on August 18. During the meeting, the ASEAN-BAC delegation from all ASEAN member countries, along with the Joint Business Council (JBC) representatives from ASEAN partner countries, convened to prepare for the engagement with the AEM.

In this meeting, the leaders of the working groups provided progress reports on the five priority issues and eight legacy projects undertaken by ASEAN-BAC, as well as the preparations for the ASEAN-BAC Summit Week 2023, which will take place in two weeks.

ASEAN pushes to promote regional economic integration

Minister at the Prime Minister’s Office and Minister of Finance and Economy II Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah attended the 55th ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings in Semarang, Indonesia on August 19-22.

The series of meetings, chaired by Indonesia, included the AEM-37th ASEAN Free Trade Agreement (AFTA) Council Meeting, AEM-26th ASEAN Investment Area (AIA) Council Meeting, AEM-ASEAN Business Advisory Council (ASEAN-BAC) Consultation, the 55th AEM Meeting, AEM-Director General of World Intellectual Property Organization (WIPO) Interface Meeting and the 2nd Regional Comprehensive Economic Partnership (RCEP) Ministerial Meeting, and the various AEM Consultations with ASEAN’s Dialogue Partners, including Australia, Canada, China, European Union, Hong Kong, China, India, Japan, Korea, New Zealand, Russia and the United States.

One of the main highlights during the AEM meetings was the commencement of the signing of the Second Protocol to Amend the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA), at a signing ceremony held on the sidelines of the meetings.

The ceremony was participated by Brunei Darussalam, as the ASEAN country coordinator for AANZFTA, Indonesia, as ASEAN Chair for 2023, Australia and New Zealand.

The upgraded AANZFTA provided value-added elements and introduction of new chapters – government procurement, trade and sustainable development, and micro, small and medium enterprises (MSMEs). The upgrade also took into account modern trade practices and new provisions that could enhance supply chain resilience as well as addressing trade related challenges. The Second Protocol, which upgrades the original AANZFTA Agreement that entered into force on January 1, 2010, is expected to be signed by all parties before the end of this year.

During the AEM-37th ASEAN AFTA Council Meeting, the AEM noted the positive progress of the ASEAN Trade in Goods Agreement (ATIGA) upgrade negotiations and encouraged officials to expedite the discussions to finalise the upgrade in 2024. The launching of the new ASEAN Tariff Finder is also welcomed to facilitate businesses in obtaining latest trade information such as trade regimes and tariff rates for specific products.

The ministers commended the substantial conclusion of the Fifth Protocol to Amend the ASEAN Comprehensive Investment Agreement (ACIA) during the AEM-26th AIA Council Meeting. The Fifth Protocol provide greater certainty and transparency to investors on investment regimes in ASEAN and discussed the latest foreign direct investment (FDI) trends and developments as outlined on the Special ASEAN Investment Report 2023: International Investment trends – Key issues and policy options.

The 55th AEM Meeting reaffirmed ASEAN’s determination to promote regional economic integration despite the on-going economic challenges which has affected the regional supply chains under the theme of ‘ASEAN Matters: Epicentrum of Growth’. The ASEAN economy has shown a positive development with an increase by 5.7 per cent in 2022 and the projected growth rates in 2023 is 4.6 per cent and 4.9 per cent in 2024.

The ministers discussed the implementation progress of the Mid-Term Review of the ASEAN Economic Community (AEC) Blueprint 2025 and the progress on the development of ASEAN Community’s Post-2025 in ASEAN’s effort to further deepen regional economic integration.

The recommendations in the final report of the Study on the ASEAN Digital Economy Framework Agreement (DEFA) and the Framework for Negotiating DEFA are also endorsed during the meeting. The documents will guide the ASEAN member states in the upcoming DEFA negotiations which will commence in 2023.

In addition, the ministers deliberated in the implementation and the status of negotiations of ASEAN’s various Free Trade Agreements (FTAs) with its major trading partners, such as, China, Japan, Korea, Hong Kong, and Australia and New Zealand to ensure that ASEAN’s FTAs remain relevant and beneficial to the businesses in the region. The ministers also welcomed the full implementation of the Regional Comprehensive Economic Partnership (RCEP) Agreement with the entry into force of the agreement for Indonesia and the Philippines on January 2 and June 2.

The signing of the ASEAN-WIPO memorandum of understanding was convened to expand cooperation between ASEAN and WIPO to help ASEAN small and medium enterprises and start-ups, among others, in leveraging digital technologies for business success through effective use of Intellectual Property and supporting the creative industries of ASEAN.
