Brunei, China universities strengthen ties

Universiti Brunei Darussalam (UBD) and China’s Xiamen University inked a memorandum of understanding (MoU) to reaffirm their academic collaboration at Simpur Herbal Café on UBD campus on Monday.

Signing the agreement were UBD Vice-Chancellor Dr Hazri bin Haji Kifle and Xiamen University President Professor Zhang Zhongyi, witnessed by Ambassador-designate of China to Brunei Darussalam Xiao Jianguo.

Dr Hazri said the cooperation is aimed at increasing student mobility; target faculty academia by organising faculty exchange programmes, joint conferences and workshops to foster research collaboration and establish joint research projects; and utilise webinars and online learning to work together.

He said UBD is developing a Collaborative Online International Learning (COIL) programme and Xiamen University is invited to collaborate because it will enable access to a larger global audience through collaborative curriculum and pedagogies.

The Xiamen University toured UBD’s Botanical Research Centre (UBD BRC) after the signing ceremony, guided by UBD’s Director of Institute for Biodiversity and Environmental Research Dr Norhayati binti Haji Ahmad.

The visitors were briefed on the research and education activities conducted under UBD BRC and the various living collections housed in the garden were also highlighted.

MoH announces move of Respiratory Medicine Division

The Ministry of Health (MoH) announced that the Respiratory Medicine Division has been temporarily moved to the Heart Centre opposite Koperasi BKSS, Raja Isteri Pengiran Anak Saleha (RIPAS) Hospital since June 12. Patients seeking consultation are advised to register in advance at the registration counter at RIPAS Hospital’s Outpatient Department.

Serial rapist’s appeal backfires

A local rape offender had his appeal against conviction and sentence for the latest case backfire when the Court of Appeal revised and increased the appellant’s sentence to a 30 years’ jail term.

The 56-year-old man, whose identity has been withheld to protect the victim from being identified, was last convicted of rape after trial on August 31, 2019 which landed him a jail-sentence of 25 years and six months.

The victim was his grandniece, who was nine years old when the offence took place at their family home.

Chief Justice Dato Seri Paduka Steven Chong who presided over the appellate court on June 10, assisted by Justices Conrad Seagroatt and Michael Peter Burrell, found no discrepancies in the Intermediate Court’s findings on the prosecution’s case and decision to convict the appellant.

The Court of Appeal also saw that the sentence handed was in no way excessive.

“The appellant’s history of sex crimes goes as far back as 1985 when he was convicted of outraging the modesty of a woman,” the Chief Justice said.

He pondered further over the fact that the appellant had three previous rape convictions out of the sexual offences.

The court took into account the victim’s young age and that she had been victimised in the sanctity of her own home.

“This sex offender is an obvious threat to women across all age ranges,” the court concluded on increasing the appellant’s imprisonment term.

The Royal Brunei Police Force (RBPF) is seeking public assistance in tracking 48-year-old Indonesian female worker Kasyati (RBPF, pic below) bearing passport number, C7901041, who has been reported missing by her employer.

The employer filed the missing person report at Sengkurong Police Station. Those with information can contact Sengkurong Police Station at 2661334, call the police hotline 993, or visit nearest police station.

 

Early withdrawal won’t affect payout upon retirement: TAP

With reference to the letter, ‘Withdrawing retirement fund en masse will spell trouble’, published in the Opinion page of the Bulletin on June 7, I want to thank the writer, Mr Worry, for his concerns and comments.

I am sure that the statements made were in good faith, for the betterment of his fellow Bruneians.

At the same time, I would like to invite him to our National Retirement Scheme (SPK) consultation event, currently taking place until June 15 at the Employees Trust Fund (TAP) headquarters in Bandar Seri Begawan, or similar events in the future.

Currently, these sessions are not only open to individuals aged 50 and above, but also those below 50 years old.

Considering the rising global cost of living and adequacy of members’ needs during their retirement years, SPK aims to address some of these challenges.

With the introduction of SPK, mandatory contributions received from employers are segregated into the SPK retirement account, and together with dividend returns and additional government assistance. It will be paid out monthly as annuity to members on reaching 60 years old.

The amount and duration of annuity will depend on the productivity and average salary of the member, and it will be reviewed regularly to ensure that the member, who has had a productive work life, can receive up to their lifetime, inflation-adjusted, exceed the household expenditure, or better, annuities during their retirement.

For the benefit of the public, SPK also allows flexible pre-retirement withdrawal benefits sourced from the SPK member’s account during their working years. Withdrawals at ages 45, 50 and 55 provide opportunities for members to supplement their needs in accordance with their life phases, such as funding their children’s further education, their own education, medical expenses, owning or renovating a house, debt settlements, performing the haj pilgrimage, setting up small businesses, or continuing to grow their wealth via investment instruments offered by certified financial institutions. Withdrawals under the member’s account will not affect the monthly payout from the retirement account when they retire.

These withdrawal benefits are provided for members, for their convenience and as a financial source in times of need. Regardless of the reasoning, the public is encouraged to plan wisely before making withdrawals. They can gather information and make informed decisions by referring to specialised relevant authorities, agencies and organisations that are more than willing to assist in their respective fields of expertise.

The SPK member account has the potential to further increase a member’s overall retirement income, in addition to the SPK annuities sourced from the retirement account. Members of the public who wish to seek financial planning advice are welcome to see our financial planners at TAP, or any other preferred certified financial planners at financial institutions, such as banks and insurance companies.

Poor waste collection service at housing scheme

Last year, a particular waste disposal company was contracted to collect waste from RPN Kampong Lugu Cluster Housing in Mukim Sengkurong.

The agreement was to collect rubbish from the area three times a week, while providing the residents with trash bags.

However, the company hasn’t held up their end of the bargain.

On top of providing us with low-quality bin bags, they are also notorious for collecting our trash late. As a result, we often find monkeys rummaging through our garbage bins, picking apart the rubbish and littering the neighbourhood.

We have been paying every month without fail, despite receiving lower than sub-par service from the company. We have even filed a complaint with the authorities but to no avail.

We are running out of ideas on what we can do to improve the situation. Thus, we call on the authorities to look into the matter soon.

Road signs need to be cleaned regularly

I would like to call on the authorities to consider cleaning dirty road signs along the highway.

Currently, there are a lot of road signs that are caked with mud, dust and grime, making it difficult for motorists to read what was on these signs.

My suggestion is to have a nationwide cleaning initiative on these signs at least once every three years to prevent confusion to road users.

The highly-anticipated International Tennis Federation (ITF) Asia 12 and Under Team Competition kicked off at the National Tennis Centre of the Hassanal Bolkiah National Sports Complex on Monday.

Six nations are participating in the five-day competition – hosts Brunei Darussalam, Indonesia, Malaysia, Singapore, Myanmar and Thailand.

Brunei Darussalam is hosting the tournament, expected to conclude on June 16.

The tournament also serves as a regional qualifying event for nations based in Southeast Asia.

Acting Director of Youth and Sports Haji Mohamad Rosfazilah bin Haji Yusly officiated the launch of the junior-level competition.

Santai Aja Bladerz clinch top spot in beyblade competition

Mohammad Faizal bin Umjah from Santai Aja Bladerz (SA) emerged as the champion of beyblade ‘Forge Disc 00’ organised by Bos Beys Beyblade Brunei Darussalam and walked away with a rice cooker and hamper after defeating Abdul Malik Sofri bin Mohd Ariffin from Jakusha Bladers (JB) team in the final at Teratak DBos, Kampong Mengkubau Mentiri.

Third place went to Aediesopian bin Haji Ismail from JB team.

In the Beyblade Brunei Darussalam league for this year, five teams competed – JB, Underground Beys (UG), Ghostbeys (GB), SA and Beyblade Madness (BM).

SA currently leads 20 points followed by JB (19) and UG (11).

Veteran athletes bring back gold haul from Singapore meet

Brunei’s veteran athletes won 15 gold medals, five silver and one bronze in the SMFTA International Masters Track & Field Championship held at Home of Athletics, Singapore on June 10 and 11.

Haji Tiang @ Haji Safri bin Haji Mudin as well as Budin Anak Meringgai each grabbed four golds.

Haji Tiang collected gold medals in long jump, triple jump, 200 metres (m) and 100m run category while Budin grabbed gold medals in long jump, triple jump, 200m and 100m runs.

Meanwhile Haji Zainal bin Haji Namit clinched three gold medals in high jump, javelin and shot put and one silver in long jump.

Hajah Mariah binti Haji Metussin collected one gold in discus, one silver in javelin and one bronze in shot put. The contingent was led by Brunei Veteran Athletics Association Secretary Hajah Mariah binti Haji Metussin.
