The Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Saudi Arabia signed an updated and modernised Air Services Agreement (ASA) on October 23 during the International Civil Aviation Negotiation 2024 (ICAN2024) in Kuala Lumpur, Malaysia.
The agreement complements the updated memorandum of understanding (MoU) on Freedom of the Air Traffic Rights signed earlier this year in Riyadh. Minister of Transport and Infocommunications Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha, signed on behalf of Brunei, while President of the General Authority of Civil Aviation (GACA) of Saudi Arabia Abdulaziz bin Abdullah Al-Duailej signed on behalf of Saudi Arabia.
The new ASA renews the original agreement established in 1992, reflecting the strong diplomatic ties between the two nations, first established on July 1, 1987. The enhanced agreement aims to provide more flexible commercial air transport options, enabling designated airlines from both countries to operate flights to each other’s international airports. It aligns with the latest standards of the International Civil Aviation Organization (ICAO) and adheres to the regulatory frameworks of both nations.
Ahead of the signing, the minister held a bilateral meeting with the president of the General Authority of Civil Aviation (GACA) of Saudi Arabia, where they discussed advancements and challenges in the aviation sector. Both leaders emphasised their commitment to improving connectivity and strengthening bilateral relations through air transport. They recognised that direct flight services significantly enhance tourism and acknowledged the need for alignment with airport capacities and infrastructure.
The minister also met separately with Regional Manager for Southeast Asia at the International Air Transport Association (IATA) Yuli Thompson, discussing on implementing electronic cargo air waybills, promoting Sustainable Aviation Fuel production, and visa policies to encourage tourism in the Sultanate.
Throughout ICAN2024, Brunei’s delegation actively sought opportunities to negotiate air service agreements that support global aviation standards and promote air transport liberalisation. With 40 bilateral ASA already established, Brunei Darussalam is strengthening its aviation network to enable international air connectivity, which is crucial for tourism, trade, and economic growth. This aligns with the nation’s objective of becoming a regional air travel hub, enhancing its appeal to international visitors and businesses. – James Kon
