Are personal transport providers legit?

I am currently planning a family trip to the neighbouring Malaysian state, and recently, I came across personal transport services that take you across the border and act as your personal driver throughout the trip. At first glance, it seemed like a good idea, especially if the driver is also familiar with the area that we’re visiting.

However, now that the novelty has worn off, I’m wondering if these personal transport providers are tightly regulated. Are they registered with the authorities? How about insurance or proof of competence? Is there a series of tests they have to undergo before obtaining a licence to be a personal transport driver? Or even a licence to operate?

I hope the authorities will shed light on the matter.
