The government has a number of programmes promoting innovation in the public sector, said Minister at the Prime Minister’s Office and Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof during yesterday’s 19th Legislative Council (LegCo) session.

The minister was responding to LegCo member Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim’s query on programmes supporting efforts on improving the effectiveness of public services.

This includes programmes such as the Grading of the Public Sector, Customer Care, Transformation of Work System and Premium Innovation Award.

The minister said the Grading of the Public Sector programme measures a government agency‘s performance.

It encourages a result-oriented approach, healthy competition among government agencies, and to set a benchmark, which is to be upheld and improved from time to time.

Meanwhile, the new Transformation of Work System programme encourages the improvement of systems through re-engineering the business process and improvement through the ‘blue ocean’ strategy.

“It helps to improve the work system to be effective and efficient, and to give high impact, quality services,” said the minister.

Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi said the Premium Innovation Award gives recognition and appreciation to ministries and departments, either groups or individuals, who manage to improve and innovate the public service.
