    Chinese shoppers shrug off tariffs on US pantry staples

    AFP – Chinese tariffs on a range of United States (US) fruit, vegetables and other pantry staples took effect yesterday but locals at a lively Beijing market largely shrugged off the escalating trade war.

    The levies of 10 and 15 per cent on American agricultural products, which also include meat, grains and cotton, were imposed after US President Donald Trump raised a blanket tariff on all Chinese goods to 20 per cent last week.

    Vendors in a downtown market said they weren’t worried about sales despite the potential for higher prices at the check-out.

    “If prices go up, folks won’t eat imported stuff,” a fruit seller, surnamed Shi, told AFP.

    “There will be more domestic goods sold, and I think this is something folks can accept.”

    Shi’s offerings – from bananas and strawberries to durian and mangosteen – come from all around the world, but he said fruit grown within China typically sells better.

    “The freshness of our domestic products is greater than imported stuff,” the 31-year-old said.

    Shi said he might sell fewer US varieties while offering more options from other countries, such as Thailand and Malaysia.

    A steady stream of shoppers, mostly retirees, carried bags of meat and produce as they meandered through the market’s stalls. He Yulian, who was visiting her daughter in Beijing, said she was indifferent about the trade war.

    She said she cared only about quality, not where a product was from.

    “For regular folks, if we can tell something is imported from the US, we can try to buy less of it – or not at all,” the 65-year-old from Shanxi said.

    However, He said that for certain products such as milk and infant formula, she preferred imports to their Chinese versions.

    Beijing’s tariffs took effect yesterday, although they will not apply to goods that left before March 10 as long as they arrive in China by April 12.

    Fruit seller Shi said that, while levies were being put in place by both sides, the fight would be “better for China” because domestic goods would “become more powerful”.

    In the short term, though, he acknowledged that everyday budgets might be hit.

    “You still need to buy what you need at home,” he said. “Indeed, it’s regular people who suffer the most.”

    Leonard’s only shot in OT is the game winner for Clippers against Kings

    INGLEWOOD (AP) – Kawhi Leonard stood at the top of the key, letting seconds tick off the clock. He dribbled to his right, then turned and moved across the paint. As the defense collapsed on him, he put up a left hook.

    The ball hit the backboard and rim before dropping in at the buzzer, giving the Los Angeles Clippers a hard-fought 111-110 overtime victory against the Sacramento Kings yesterday.

    Leonard struggled most of the night, missing 12 of 18 shots before his game winner – the only shot he took in overtime.

    “Players make big-time plays and he’s done it throughout his entire career,” teammate James Harden said. “For him to step up and hit a game winner like that, it shows the confidence in the type of player he is.”

    Leonard punched his right fist in the air and ran to his jubilant teammates.

    “We need these wins down the stretch,” he said. “I think this will help us be a better team moving forward. Everybody was excited and know we needed it.”

    The win helped the Clippers tighten their grip on eighth place in the West over the ninth-place Kings, who dropped 1.5 games back.

    Coach Tyronn Lue went home with back pain before the game, leaving assistant Brian Shaw in charge. Lue was watching and a couple of the other coaches Facetimed him afterward.

    “He looked like he was having a heart attack,” Shaw said. “The same way that we felt out there not knowing how it was going to go.”

    The Clippers improved to 4-6 since the All-Star break. Norman Powell, the team’s leading scorer, has been out for much of that stretch. Harden and Powell have carried the team for much of the season, with Ivica Zubac and Derrick Jones Jr making solid contributions.

    Leonard has gradually increased his minutes since making his season debut in early January. However, he’s still on a restriction and he sat down briefly in overtime.

    “Just itching to get back in,” he said.

    Hitting the game-winner would seem especially satisfying to Leonard, who didn’t make his season debut until January. He missed the first 36 games with what the Clippers described as right knee injury recovery.

    “I’m not thinking about that. It’s one game,” he said. “My goal is to be healthy at the end of this season so I can have a good summer and not worry about doing a whole rehab process again or missing a training camp.”

    Hong Kong, Shanghai lead losers on mixed day for Asian markets

    AFP – Shares in Hong Kong and Shanghai sank yesterday on a mixed day for Asian markets after data showing Chinese consumer prices slipped back into deflation stoked fresh concerns over the world’s number two economy.

    The reading compounded uncertainty on trading floors as investors struggle to keep up with Donald Trump’s trade policy tinkering, while his refusal to rule out a United States (US) recession this year further rattled confidence.

    The president’s on-again, off-again tariff threats against Canada, Mexico, China and others have left financial markets in turmoil and consumers unsure what the year might bring.

    Traders are also keeping tabs on Beijing as Chinese leaders wrap up their annual rubber stamp Parliament gathering where they set a 2025 annual growth target of around five per cent, vowed to make domestic demand its main economic driver, and unveiled a rare hike in fiscal funding.

    The need for more measures to boost the faltering economy was highlighted at the weekend by figures showing consumer prices fell 0.7 per cent in February, the first drop in 13 months.

    “The data only reinforces what’s been clear for months – deflationary pressures remain firmly entrenched in the world’s second-largest economy,” said Stephen Innes at SPI Asset Management.

    “The property sector remains stuck in the mud, domestic demand is weak, and despite a bounce in tech stocks, the broader wealth effect just isn’t filtering through to consumers.

    “Chinese retail investors might be riding the market rally, but the fact that household spending remains subdued suggests most are either tapped out or too cautious to dive into equities. A stock market pop doesn’t fix a sluggish economy overnight.”

    Hong Kong stocks, which have surged 20 per cent this year to a three-year high, lost more than two per cent at one point and Shanghai ended off 0.2 per cent.

    There were also losses in Singapore, Taipei, Bangkok and Jakarta, though Tokyo, Sydney, Seoul, Wellington, Mumbai and Manila rose.

    The mixed start to the week followed a positive day on Wall Street where investors welcomed soothing comments on the economy from Federal Reserve boss Jerome Powell, which offset a slightly below par jobs data.

    However, there is a growing worry about the growth outlook owing to Trump’s tariffs, federal job cuts and still-high inflation.

    Analysts described the jobs report as unspectacular, but good enough to suggest the labour market is not weakening precipitously.

    The reading “shows private-sector demand for labour stayed strong just prior to the spike in economic policy uncertainty which has produced a sharp fall in business and consumer confidence”, said Ray Attrill at National Australia Bank.

    “As Pantheon Economics notes, it is the government sector, which added just 11,000 to payrolls last month compared to a prior six-month average of 35,000 that accounts for the modestly below-trend overall February result.”

    “The hit to payrolls from layoffs of federal employees instigated by DOGE lies in the near future,” he added, referring to the Department of Government Efficiency run by Trump’s billionaire ally Elon Musk.

    Trump raised worries about a recession on Sunday when asked by Fox News if a downturn was possible this year by replying “I hate to predict things like that”.

    He added, “There is a period of transition, because what we’re doing is very big – we’re bringing wealth back to America,” he said, adding, “It takes a little time.”

    Henley snatches Arnold Palmer win

    AFP – Russell Henley fired a two-under-par 70 to snatch victory at the Arnold Palmer Invitational yesterday, conjuring a magical eagle in a late charge down the stretch to reel in Collin Morikawa.

    The 35-year-old Henley bagged the fifth and biggest PGA Tour win of his career after erasing Morikawa’s three-shot lead over the final five holes.

    Henley’s closing 70 left him on 11 under for the tournament, with Morikawa’s final-round 72 putting him on 10 under.

    Henley admitted he had been “unbelievably nervous” before sealing his win. “I can’t breathe right now,” Henley told NBC Sports. “It’s just so hard and difficult around this place.”

    Cambodia, UnionPay launch cross-border QR payments

    BERNAMA-XINHUA – The National Bank of Cambodia (NBC) and UnionPay International (UPI) yesterday launched the second phase of cross-border QR code payments, reported Xinhua.

    Through this second phase partnership, the users of Cambodia’s Bakong app are now able to scan QR codes at UPI accepting merchants in China and beyond while travelling abroad, NBC’s Governor Chea Serey said at the launch event in Phnom Penh.

    “This is really great news for Cambodian citizens who will be visiting China,” she said.

    “This development significantly enhances the digital payment experience for Cambodian citizens, making international transactions more seamless and convenient.”

    Serey said the partnership would enhance cross-border payments by expanding the accessibility of digital payments, not just between Cambodia and China, but globally for those partnering with UPI to effortlessly conduct cross-border payments by scanning QR codes.

    The governor said the second phase launch came after both sides successfully introduced the first phase of cross-border QR code payments in December 2023, which allowed UnionPay cardholders to scan Bakong QR codes to complete payment transactions at millions of merchants in Cambodia.

    Speaking at the event, UPI’s Deputy Chairman and Chief Executive Officer Larry Wang said the partnership would bring real convenience to Cambodians travelling or shopping abroad.

    “By integrating Bakong with UnionPay’s network, we are ensuring that Cambodians can pay like locals, whether they are in China or anywhere else around the globe,” he said.

    Napoli win refreshes title hopes, Atalanta thrash Juventus

    ROME (AFP) – Napoli breathed fresh life into their Serie A title hopes on Sunday with a 2-1 victory over Fiorentina that ended a five-match winless run, while Atalanta routed Juventus 4-0 to stay in the hunt.

    Romelu Lukaku gave Napoli the lead on 26 minutes and Giacomo Raspadori doubled that on the hour before Albert Gudmundsson pulled a goal back for Fiorentina.

    Antonio Conte’s Napoli climbed back to within a point of leaders Inter Milan, who came from two goals down to beat bottom side Monza 3-2 on Saturday.

    “We deserved the victory,” said Conte. “We could have been a bit more efficient with our chances and managed the final part of the game with less anxiety because let’s not forget that we dropped many points around the 90th minute in the last five games.”

    Napoli, who won the title two years ago, were top at the end of January but have been playing catch-up with Inter after picking up just four points in five matches before beating Fiorentina at the Stadio Diego Armando Maradona.

    Atalanta hammered Juventus 4-0 in Turin to stay within three points of Inter and snap the hosts’ five-game winning streak. It was just a second defeat of the season for Thiago Motta’s side.

    Mateo Retegui notched his league-leading 22nd goal of the season from the penalty spot after a handball in the first half and Marten de Roon added a second right after the break for Atalanta.

    Davide Zappacosta steered in a third for Gian Piero Gasperini’s rampant side before Ademola Lookman’s deflected strike completed a thumping victory.

    Trump declines to rule out 2025 US recession

    AFP – United States (US) President Donald Trump declined to rule out the possibility that the US might enter a recession this year.

    “I hate to predict things like that,” he told a Fox News interviewer when asked directly about a possible recession in 2025.

    Trump’s commerce secretary, Howard Lutnick, was more definitive when asked about the possibility of a recession.

    “Absolutely not,” he told NBC’s Meet the Press when asked whether Americans should brace for a downturn.

    Trump’s on-again, off-again tariff threats against Canada, Mexico, China and others have left the US financial markets in turmoil and consumers unsure what the year might bring.

    Stock markets just ended their worst week since the November election.

    Measures of consumer confidence are down, as shoppers – already battered by years of inflation – brace for the higher prices that tariffs can bring.

    And widespread government layoffs being engineered by Trump’s billionaire advisor Elon Musk add further concern.

    When asked later Sunday to clarify his remarks on whether there could be a recession, Trump told reports on Air Force One “Who knows?”

    Overall, the signs are mixed.

    A widely watched Atlanta Federal Reserve index now predicts a 2.4-per-cent contraction of real gross domestic product (GDP) growth in the year’s first quarter, which would be the worst result since the height of the COVID-19 pandemic.

    Much of the uncertainty stems from Trump’s shifting tariff policy – effective dates have changed, as have the sectors being targeted – as businesses and investors try to puzzle out what will come next.

    Trump’s Chief Economic Advisor Kevin Hassett was asked on ABC whether tariffs were primarily temporary or might become permanent.

    Hassett said that depended on the behaviour of the countries targeted. If they failed to respond positively, he said, the result could be a “new equilibrium” of continuing tariffs.

    The administration has insisted that while the economy will pass through a possibly bumpy “transition”, things are headed in a positive direction.

    In his State of the Union message, Trump told Americans to expect “a little disturbance” as tariffs take hold, while adding, “We’re okay with that. It won’t be much.”

    And his Treasury Secretary Scott Bessent has warned of a “detox period” as the economy cuts government spending.

    Given the uncertainties, economists have been wary of making firm predictions.

    Economists at Goldman Sachs, citing Trump’s policies, have raised their odds of a recession over the next 12 months from 15 per cent to 20 per cent.

    And Morgan Stanley predicted “softer growth this year” than earlier expected.

    Recessions are generally defined as two consecutive quarters of weak or negative GDP growth.

    The US was briefly in recession in early 2020 as the COVID pandemic spread. Millions of people lost jobs.

    No rush for Brunei in EV adoption, says minister

    Brunei Darussalam does not need to be a ‘hero’ in achieving high electric vehicle (EV) ownership, Minister at the Prime Minister’s Office and Minister of Finance and Economy II Yang Berhormat Dato Seri Setia Dr Awang Haji Mohd Amin Liew bin Abdullah said during the 21st Legislative Council (LegCo) session yesterday.

    The minister was responding to the question raised by LegCo member Yang Berhormat Chong Chin Yee on the Brunei Darussalam National Climate Change Policy (BNCCP) which targets 60 per cent of new vehicle sales to be electric by 2035. However, only 19 EVs were registered in 2023.

    Yang Berhormat Dato Seri Setia Dr Awang Haji Mohd Amin Liew shared that up to date, there are 136 EVs registered in Brunei Darussalam. He added, “Although the result has not been encouraging, the aim of the strategy (BNCCP) is to reduce greenhouse gas emissions.

    We also see that there is also reduction of internal combustion engine vehicles.” The minister added that EV adoption remains limited due to Brunei’s relatively low fuel prices, which do not provide significant cost-saving incentives for consumers.

    “We must also be reminded that outside of the country, EVs face many challenges. We need to take time to study from other countries. We must learn from the challenges faced by other countries so we can implement EV strategies properly when the time comes,” the minister said. – James Kon

    Ministry eyes updates to GCE ‘O’ Level assessment

    The Ministry of Education is considering changes to the Brunei-Cambridge GCE ‘O’ Level examination, which may involve modifications to content or format. These changes could take effect in the coming years, said Minister of Education Yang Berhormat Datin Seri Setia Dr Hajah Romaizah binti Haji Mohd Salleh.

    The minister was responding to a question from Legislative Council (LegCo) member Yang Berhormat Dr Haji Mahali bin Haji Momin during the 21st LegCo session yesterday. The question was in relation to the availability of alternative assessments and whether preparations – such as teacher training, curriculum adjustments, and recognition – were in place.

    The minister emphasised that any changes would require thorough preparation, not only in terms of curriculum and teacher readiness but also in shaping students’ mindsets. She noted that the new examination approach may shift the focus from knowledge-based to comprehension-based assessments, requiring students to adapt to different answering techniques.

    Yang Berhormat Dr Haji Mahali’s question was timely, as the ministry recently received official confirmation regarding the planned changes to the examination.

    The minister noted that the ministry will continue to communicate and cooperate with the authorities who provide this board of examinations to provide further clarification in terms of the curriculum and assessment format to ensure that it can continuously be distributed to the schools and then to the students.

    On the topic of alternative assessments, the minister highlighted the government’s move towards more holistic and inclusive evaluation methods. She added that the ministry, through the Centre for the Development of Gifted and Talented Education (EDGE) Unit under the Centre for Smart, Intelligent and Talented Education Development, is already implementing the Morrisby platform.

    Minister discusses updates on mosque construction, fund disbursement plans

    Minister of Religious Affairs Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman provided updates on the utilisation of the Brunei Darussalam Mosque Construction Fund during the eighth day of the 21st Legislative Council (LegCo) yesterday.

    The management of the fund is administered by the Secretariat of the Brunei Darussalam Mosque Construction Fund, Mosque Affairs Department at the Ministry of Religious Affairs (MoRA).

    A temporary committee has been given mandate and responsibility for the fund, namely the construction and disbursement of the Brunei Darussalam Mosque Construction Fund to mobilise and guide before the Board is established.

    The Mosque Affairs Department has implemented various efforts to encourage the public to donate to the Brunei Darussalam Mosque Construction Fund. These include holding exclusive forums in the districts, tazkirah at mosques or through media, Friday sermons, providing e-posters and including donations via short message service (SMS) in collaboration with telecommunication companies.

    Since the establishment of the fund, several projects have been implemented which include construction of new mosques such as Ar-Rahman Mosque in Kampong Tanjung Bunut, Ar-Rahim Mosque in Kampong Bukit Panggal and As-Salaam Mosque in Kampong Junjongan.

    This also include additions to mosque buildings such as Kampong Sungai Buloh Mosque and Kampong Kupang Mosque, as well as mosque maintenance in Pengiran Muda ‘Abdul Wakeel Mosque in Mukim Kiudang, Sultan Sharif Ali Mosque in Mukim Sengkurong and Kampong Pulaie Mosque.

    For the new mosque construction plan, several proposals have actually been allocated in the five-year plan for the use of the Mosque Construction Fund (2018-2022) namely Kampong Lamunin which will be brought to the Brunei Islamic Religious Council (MUIB) for support and approval.

    Regarding the report on the breakdown of expenditures of the Brunei Darussalam Mosque Construction Fund, a complete report has actually been made and presented to the Fund Collection and Disbursement Committee for the Construction of Brunei Darussalam Mosque; MUIB and the Auditor General of the Audit Department at the Prime Minister’s Office.

    The total amount of the fund since it was established in June 2015 until December 2024 is BND37,392,933,31, with an estimated balance of more than two million.

    The minister also responded to a query posed by LegCo member Yang Berhormat Haji Mohamad Danial @ Tekpin bin Ya’akub on plans to establish a special committee or use artificial intelligence (AI) to monitor religious activities on social media such as independent speakers, heretical teachings and the like.

    Under the Syariah Affairs Department, there are two committees responsible for monitoring and supervising religious activities, including heretical teachings and private preaching groups.

    Both committees also investigate and study tariqat groups, and update the criteria for banning congregations and religious groups in Brunei Darussalam. – Fadhil Yunus
