Mukim penghulu and village heads have to act according to changes and should no longer continue to be within the comfort zone. They should do way with the complacent attitude, Permanent Secretary (Municipal and District) of Home Affairs Abdul Walid bin Haji Matassan said.
Mukim penghulu and village heads need to move forward in a more innovative and creative way to provide high quality service meeting residents’ requirements, he added.
“This also relates with Brunei Vision 2035, whereby it is not the sole responsibility of the government alone or a department but a responsibility of all citizens and residents of the Sultanate,” he said.
He said this during the Certificate of Appointment Presentation ceremony for mukim penghulu and village heads in the Brunei-Muara District yesterday.
”Taking into account the important role of mukim penghulu and village heads as grassroots leaders to achieve Brunei Vision 2035, the Ministry of Home Affairs (MoHA) is formulating a performance assessment method based on key performance indicators (KPI) for mukim penghulu and village heads,” Abdul Walid said.
KPI is used as measurement system to assess the level of progress in delivering services.
The principles of KPI are setting targets that are measurable and in the context of mukim penghulu and village heads, it is necessary to align with the ministry’s mission and vision.
More information on the performance appraisal using this KPI method will be notified after it is finalised. This also is connected with Brunei Vision 2035 whereby it is not the sole responsibility of the government alone or a department but it is the responsibility of all citizens and residents of Brunei Darussalam.”
The implementation of Brunei Vision 2035, he said, “will be translated through the programmes, initiatives and projects including the projects under the National Development Plan at all levels of ministries, departments and relevant agencies”.
“Meanwhile, to ensure that the objectives in Brunei Vision 2035 are achieved, all parties involved in the programmes, initiatives and projects of Brunei Vision 2035 have been given KPIs and focus targets in phases throughout the period of implementation.”
The permanent secretary urged all mukim penghulu and village heads to be prepared to shoulder roles, responsibilities and tasks entrusted on them and to work on efforts that support unity, understanding, well-being and prosperity of villagers.
He added, “I hope that all villagers support the mukim penghulus and village heads to facilitate daily affairs and administration.” – James Kon
