I would like to applaud the authorities for catching litterbugs who are threatening to ruin the experience of being in public spaces for everyone.
Perhaps the authorities could also consider investing heavily in cleaning crews to purposefully make parks and beaches exceptionally clean. That way, those considering littering would feel guilty about being the first one to trash the otherwise pristine public facilities.
