Innovate by choosing the best method: Minister

The use of technology alone isn’t enough to be considered innovating public services, said Minister at the Prime Minister’s Office Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof yesterday.

“It is most likely only going to provide the same level of service,” said the minister during the certificate presentation ceremony for 142 junior executives, senior officials and middle-management officers who completed civil service development programmes.

“What also needs to be implemented is the change of the entire eco-system to government machinery,” he said, adding that civil servants need to also identify the “best methods” in improving the overall quality of public services.

The minister said civil servants at all levels need to have the competency and mindset to support each other, and innovate the way public services are delivered.

“This can be achieved by considering several approaches – by taking into account governance and leadership, ensuring access, focus on being citizen-centric and ensuring transparency and accountability in all aspects of service,” he said.

“As leaders in the public service, we need to maintain momentum in examining and evaluating every service in the government, which require improvements and related policy changes aimed at raising performance and transformation of the public service as a whole.

“Nation-building is an ongoing process. We as leaders are responsible for making decisions that can benefit current and future generations,” said the minister.

Yesterday, certificates were presented to officers who participated in the 29th Executive Development Programme for Senior Government Officers, 31st and 32nd Executive Development Programme for Middle Management Officers and 5th and 6th Cohort of Young Executive Programme (YEP). The ceremony took place at the Prime Minister’s Office.
