Court hands fine, jail sentence to drugs offender

Thirty-six-year-old local Khairulzaman bin Daim was sentenced by Magistrate Qamarul Affyian bin Abdul Rahman yesterday to a year’s jail and ordered to settle a BND2,000 fine for contravening a Minister’s supervision order and consumption of a controlled drug.

The defendant would have to serve another four months’ jail in default of payment of the fine.

According to Prosecutor Abdul Musawwir bin Haji Mahli, Khairulzaman was under the supervision of the Narcotics Control Bureau (NCB) as per a Minister’s Order issued under Section 2(1)(b) of the Criminal Law (Preventive Detention) Act, Chapter 150.

However on July 11 at around 12.38pm, he exited the country through the Kuala Lurah Control Post without the written approval from the Director of NCB. He re-entered the country the same day at about 9pm. This action violated the supervision order, which explicitly restricted him from leaving the Sultanate without prior written approval.

The supervision order, effective from February 27, for 12 months, included several restrictions, explained to Khairulzaman by an NCB Officer on February 26. Upon understanding these terms, Khairulzaman acknowledged the restrictions by signing the supervision order document.

Investigations confirmed that Khairulzaman left for Limbang, Malaysia, without the approval. On July 20, he was instructed to report to NCB headquarters, where he was arrested for violating the supervision order.

As part of the investigation, Khairulzaman was required to provide a urine sample, which was collected the same day, and sent for analysis to the Department of Scientific Services, Ministry of Health. The analysis confirmed the presence of methylamphetamine, a Class A controlled drug, in his urine sample. – Fadley Faisal
