140 complete Executive Development Programme

A certificate presentation ceremony was held yesterday at the Prime Minister’s Office (PMO) for the 30th Executive Development Programme for Senior Government Officers (EDPSGO), 33rd and 34th Executive Development Programme for Middle Management Officers (EDPMMO) and Cohort 7th and 8th Young Executive Programme (YEP) for the year 2023.

Minister at the Prime Minister’s Office and Minister of Defence II Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof presented the certificates.

In a welcoming address, Director-General of Public Service Dr Norfarizal bin Othman said the EDPSGO, EDPMMO and YEP is a leadership programme entrusted for the Public Service Department to carry out so that it will always meet the needs and follow global circulation standards to achieve the government’s aspirations by producing dynamic, quality and excellent leadership.

With this programme in place, he added, potential leaders will continue to be polished based on the three P’s (3P) concept, namely penghulu (leader), pembimbing (guide) and pengemudi (driver).

Penghulu refers to a leader and the head of the department, organisation or society, who has heavy responsibilities to shoulder with trust and honesty.

Meanwhile, a pembimbing, is always sincere in giving, teaching, and sharing knowledge and skills with subordinates or beyond the scope of work. A pengemudi needs to ensure that the entrusted leadership and those being led would achieve the organisation’s goals according to desired direction, he added. The ceremony followed with a speech by the minister and a video presentation showcasing activities carried out during the programmes.

At the ceremony, 27 EDPSGO-30; 28 EDPMMO-33; 28 EDPMMO-34; 28 YEP-7 and 29 YEP-8 received certificates from the guest of honour.

The Executive Development Programmes are flagship programmes of the Civil Service Leadership Pipeline (CSLP) under the Public Service Framework established to support the aspirations of Brunei Vision 2035 through the Institutional Development Strategy.

CSLP’s objective is to prepare a leadership pool from among Grade II officers and above to assist in Strategic Human Resource Planning in the Public Service. The programme modules are aligned with leadership competencies identified through the CSLP Model based on best practices in leadership development.

All flagship programmes of CSLP for the year 2023 were handled by the Civil Service Institute (IPA) and for the first time, IPA collaborated with Lee Kuan Yew School of Public Policy to conduct the EDPSGO-30 programme.

Among the objectives were the study of current issues and policies, as well as best practices in public service management and administration practiced globally.

Participants were also provided practical exposure through internships, community projects, study visits, and dialogue sessions with key leaders in the Sultanate. – Rokiah Mahmud
