Setting limits not working as intended

A number of supermarkets have implemented limits to the number of whole chickens per customer to address panic buying of poultry.

In response, shoppers now get up early and queue at the entrances of their local supermarkets before the doors open to avoid leaving empty-handed. As a result, 15 minutes into business hours, all chickens are often sold out.

I hope the authorities could come up with a better solution to the current panic buying of poultry products.
