Resolutions made after Strata Title Workshop

FOLLOWING two days of fruitful deliberations at the Strata Title Workshop, participants came up with a resolution to further improve the implementation of strata title for multi-storey buildings in the country.

The resolution read by Haji Mohd Don bin Haji Omar, the workshop’s Director during the closing ceremony held at the Ministry of Development (MoD) included the creation of a Strata Steering (Review) Committee within the MoD.

The committee comprises Brunei Land Surveyors Board and Brunei Board of Valuers and Estate Agents with government agencies including the Authority for Building Control and Construction Industry (ABCi), Attorney General’s Chambers (AGC), HDD, Land Department, Public Works Department, Survey and Towns and Country Planning Department to handle all matters regarding Strata Title Development.

The resolution also called for the creation of a Strata Title Board as mediator to hear disputes rising from Strata Title Development.

Professional knowledge on the development Strata Title need to be updated, and to regulate developers, developers’ conduct need to be regulated by legislation.

The resolution also stated the need for capacity building and knowledge enhancement through work site visit, work attachment, consultants and bilateral agreement.

The final point in the resolution emphasises the enforcement on all matters pertaining to the development of Strata Title.

The guest of honour, Dr Nor Imtihan binti Haji Abdul Razak, Acting Permanent Secretary (Administration and Finance) at the MoD received the resolution from Haji Salleh bin Haji Jalil, the Vice President of Brunei Institution of Geomatics (BIG). Dr Nor Imtihan presented certificates of appreciation to overseas’ speakers.

About 100 officers and staff from the MoD and its department as well as members of BIG attended the workshop. Four focus topics were registration issues, unit entitlement vs individual shares, management corporation and roles of land surveyors, valuers and estate agents were discussed and presented in groups.

The Strata Title Workshop was organised by the Survey Department, Land Department and BIG from May 7-8.
