TO SAFEGUARD the well-being and interest of the public, Minister of Development Dato Seri Setia Awang Haji Suhaimi bin Haji Gafar yesterday has warned qualified persons (QPs) who do not follow the Building Control Order and Code of Ethics, will face strict disciplinary action.
The minister also hoped that the Board of Architects, Professional Engineers and Quantity Surveyors (BAPEQS) will continue its effort of monitoring and take action on people who break the Architect, Professional Engineer and Quantity Survey (APEQS) Order without hesitation.
The warning came from Minister of Development in his remarks as the guest of honour at the presentation ceremony to ASEAN Architects and ASEAN Chartered Professional Engineers and the Launching of BAPEQS online registration at the Betabur Hall at the Ministry of Development (MoD).
On the development in the Architect, Professional Engineer and Quantity Survey (APEQS) Order (Rule 18), the minister said, “An amendment was made on December 31 to streamline the continuous Professional Education Point system for all registered QPs.”
The minister then announced the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for the renewal for 35 listed building draughtsmen. The building draughtsmen were previously registered administratively in the ministry and are now recognised as draughtsmen with BAPEQS. With the recognition, they will be able to also continue to provide draughting services for low cost houses or small houses, bungalow houses and two-storey low cost houses as well as renovations. This enables those with medium income to build their own home by engaging with registered building draughtsman at affordable fees.
The 35 listed members were reminded to raise their knowledge and skill through Continuous Education Points as required by BAPEQS and always comply with the rule and guidelines issued by BAPEQS like action and work ethics according to Code of Conduct and Ethics.
According to statistic from BAPEQS, the minister revealed, “A total of 184 professionals have registered under the board (57 architects, 97 professional engineers and 30 quantity surveyors). From the figure, 111 individuals are accredited as QPs (44 architects and 67 professional engineers). They are given permission to prepare and forward drawing plans and designs to the Authority for Building Control and Construction and the Town and Country Planning.
The minister also congratulated the president and member of BAPEQS for the registration and obtaining the recognition as ASEAN Architect and ASEAN Chartered Professional Engineer.
This followsthe development of the ASEAN Mutual Recognition Agreement (MRA) in the field of architectural and engineering services that recognised professionals from ASEAN member countries through registration as ASEAN Architect and ASEAN Chartered Professional Engineer where the agreement was signed by ASEAN Economic Ministers on November 20, 2007 under ASEAN Agreement framework on Services (AFAS).
The minister also noted that BAPEQS was able to achieve many objectives of the ASEAN MRA and will continue to provide cooperation with the colleagues in ASEAN level in the registration, exchanges information on education and skills.
