    Measures in place to assess public services, says minister

    Efforts have been made to improve public services using the Public Sector Performance Grading Programme (3PSA), the Customer Satisfaction Survey (KSTP), the client’s charter.

    The findings will be shared with government agencies, along with proposals.

    This was said by Minister at the Prime Minister’s Office and Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof during the 20th session of the Legislative Council (LegCo) meeting yesterday.

    The minister was responding to LegCo member Yang Berhormat Dr Haji Mahali bin Haji Momin who queried efforts to enhance the quality of public service.

    The minister also said, “Attention has also been paid to transforming the work system through business process re-engineering. There is emphasis placed on government agencies offering critical services to focus on the social-economics of the public.

    “Outstanding agencies are given recognition through a premier innovation award. There is also the e-caring system to collect data on performances digitally in real time and a review on regulations to ensure their relevance in enhancing productivity.”

    The minister also revealed that the Public Service Department has introduced stop gap measures to address the issues of vacant positions. “Since October 2020, 48 per cent of in Division 1 posts have been filled up. Sixty-eight officers have been promoted and confirmed in their posts, while 37 officers promoted to B3 salary scale and 31 to B2-EB3.

    In response to a query by LegCo member Yang Berhormat Haji Mohd Danial @ Tekpin bin Ya’akub on digital transformation in the government, the minister said 31 per cent of programmes or courses being carried out are on information and communication technology, while there are also 30 courses on basic information and technology skills, basic programming, PowerPoint presentation and data analysis tools. – Azlan Othman
