THE opening ceremony of the first session of the 15th Legislative Council (LegCo) session will take place on March 7 at the Department of Councils of State in Jalan Dewan Majlis.
His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam will officiate the opening ceremony with a titah.
The LegCo meeting will be chaired by the Speaker of LegCo Yang Berhormat Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib.
He will be assisted by the Secretary to the Cabinet Ministers’ Council and Clerk to the LegCo Pehin Orang Kaya Pekerma Jaya Dato Paduka Haji Judin bin Haji Asar and Deputy Clerk to the LegCo Rose Aminah binti Haji Ismail.
The LegCo meeting, reinstated in 2004, is held annually in March to discuss and approve core matters such as the Annual Supply Bill 2019/2020 for every government ministry and department before the end of the financial year on March 31.
The Supply Bill comes into effect on April 1.
Besides the annual expenditure, the LegCo meeting will also discuss relevant and significant issues for the benefit of the people in a consultation manner carried out harmoniously based on the Malay Islamic Monarchy (MIB).
As stated in His Majesty’s titah during last year’s session, the LegCo meeting can be used as a channel where members could share their thoughts and propose matters for the benefit of the people and the nation.
Last year, the LegCo members convened for 12 days and discussed issues pertaining to social matters, the government productivity and national development including strengthening the economic base to be sustainable, vast, competitive and progressive.
The LegCo meeting is established in pursuant to Section 23 of the Brunei Constitution in 1959 and its members are appointed in accordance with Section 24.
The LegCo was dissolved in 1984 and was reinstated on September 25, 2004.
The establishment of the LegCo meeting was highlighted during the monarch’s 58th birthday titah on July 15, 2004.
Members of LegCo comprise 36 individuals consisting of the appointed ex-officio members of the council, those who were appointed as individuals bestowed with titles and those appointed persons who have achieved distinctions representing the four districts.
The session is open to the public interested in listening to the deliberations and discussions among the LegCo members.
It is also open to the educational institutions and their students.
Those wishing to be at the session are urged to adhere to rules and regulations especially on dress code and guidelines.
The morning session will be from 9am to noon while the afternoon sessions will be held from 2pm-4.30pm.
