Framework to boost civil servants in energy sector

A framework to aid in human resource development at a number of departments and authorities was launched by the Department of Energy at the Prime Minister’s Office yesterday.

The ‘Human Resource Competency Framework (HRCF)’, is a mechanism for the Department of Energy at the Prime Minister’s Office, the Petroleum Authority of Brunei Darussalam (PA), the Department of Electrical Services (DES) and the Safety, Health and Environment National Authority (SHENA) to grow its workforce capacity and competencies in line with the development of the energy sector.

Deputy Minister of the Department of Energy at the Prime Minister’s Office Dato Seri Paduka Awang Haji Matsatejo bin Sokiaw officiated the event.

Director of Human Resources and Corporate of the Department of Energy Siti Norashikin binti Mohd Salleh said, “The HRCF is a structured tool to build skills and to develop staff, consisting of four core competencies including leadership, management or functional skills, the Health, Safety, Security and Environment (HSSE) skills, and technical competencies.

“Every individual will go through stages of self-assessment, discussion with a supervisor, and final stage agreement between staff and supervisor on how to close gaps.”

The framework ensures that performance standards is set at the required competency levels, and any identified competency gaps will be closed through learning and development activities.

These include on-the-job and experiential learning, social learning and feedback from supervisors, colleagues and subordinates, and the course programmes.

The HRCF enables staff to do their own competency assessment, consequently recognising their areas of strengths and in turn, initiates their development opportunities, said the director.
