Eyes cast on creating environment for vibrant, sustainable construction industry

The Ministry of Development (MoD), through the Authority for Building Control and Construction Industry (ABCi) and the National Standards Centre, Ministry of Finance and Economy (MoFE) – held a virtual socialisation event for the Brunei Darussalam Standard (PBD) 3: 2016 (Second Edition) Specification for Steel Ribbed Bars for the Reinforcement of Concrete.

Deputy Permanent Secretary (Construction Industry and Development) at the MoD Sr Hajah Norhayati binti Haji Mohd Yaakub, as the Standards Committee chairperson, was the guest of honour.

Hajah Norhayati expressed gratitude to stakeholders for contributing to the completion of the PBD 3 review, particularly the Department of Technical Services, Public Works Department (JKR), academic institutions, Universiti Brunei Darussalam (UBD), Universiti Teknologi Brunei (UTB), Brunei Shell Petroleum Company Sdn Bhd (BSP), consultants, contractors and suppliers from the private sector.

She also thanked the National Standards Centerre under the MoFE for its support and preparation of relevant documentation for use by the technical committee.

In relation to the update of PBD 3: 2016, she said the construction industry policy aims to create and provide an environment in Brunei Darussalam for the development of a vibrant, efficient and sustainable local industry that meets the demand for its services to support the objectives towards sustainable, economic and social development.

Hajah Norhayati expressed hopes that the technical committee and the MoD will continue to work together to address market changes and technological advances, and to continuously stay updated on progressive developments in international standardisation to meet the needs of the local construction industry.

“As stated in the National Standards Development Manual, all PBD standards should be reviewed at least every five years or whenever deemed necessary by the Standards Committee,” she said, adding “that the PBD 2 is currently in the final stages of review”.

She hoped that technical committee members will continue to contribute to reviewing and updating the PBD and supporting matters that have been identified and prioritised by SC Construction.
