THE Intermediate Court handed a 12-month jail sentence to a government servant on a charge of criminal breach of trust.
Haji Mohammad Jefri bin Mahmud, 46, who works as a driver at the Public Works Department (JKR) in Kuala Belait had misappropriated a yellow fleet card issued by Bank Islam Brunei Darussalam (BIBD) to JKR, for the purchase of fuel worth BND4,774.36 at selected filling stations between July 22 and October 20, 2013.
Judge Pengiran Masni binti Pengiran Haji Bahar said that a civil servant’s commission of criminal breach of trust is serious, on handing sentence.
DPP Emily Goh revealed in court that the defendant had arranged with the filling station attendants to give him cash, while deducting amounts from the fleet card that he held.
On other occasions, he would simply ask them to pump fuel into the government vehicles, charge a portion to the fleet card and give him cash balance in the remaining amount.
In October 2013, the defendant’s actions came to light when the Finance Section of the JKR was balancing the accounts and found discrepancies. They discovered that on one occasion, the defendant had purchased petrol (instead of diesel), for the government truck that he drove.
It was also discovered the defendant had not received instructions to use the government truck on certain dates, and so was not required to purchase fuel using the fleet card.
The defendant admitted to having spent the cashed-out money on personal expenses.
No restitution was made by the defendant.
