In reference to the letter ‘Concerns over address discrepancies on green identity cards’ by KL published in the Bulletin on August 21 and another ‘Call to address green IC issue’ by JG published on October 16, the Department of Labour would like to inform that based on Section 80 and 86 in the Employment Order, 2009, it is the employer’s responsibility to provide accommodation to the workmen and accurately provide the residential address of each workmen to the Department of Labour.

The Address Verification Form, also known as ‘Borang Pengesahan Alamat,’ is a mandatory prerequisite document for the Foreign Workers License application.

It is crucial that the residential address of each immigrant employee is accurately reflected in both the Foreign Workers License and Address Verification Form, and that it meets the housing standards set by the Department of Labour.

If an employee resides at multiple addresses, the employer must document and declare all concerned addresses in the Address Verification Form to ensure compliance to regulations and provide the Department of Labour with accurate records.

The Department of Labour will conduct inspections to verify that the declared accommodations meet the necessary standards.

Upon approval of Foreign Workers License and endorsement of work pass, an identity card must be applied for at the Immigration and National Registration Department (INRD) in accordance with the National Registration Act, Chapter 19, using the residential address declared on the approved Foreign Workers License for identity card registration.

By law, any change of residential address must be reported to the Department of Labour by submitting a new Address Verification Form. Additionally, a new Identity Card Application Form must be submitted to the INRD within 14 days to apply for replacement identity card with the updated information.

The Address Verification Form is available for download at www.labour.gov.bn while the Identity Card Application Form can be found and downloaded from www.immigration.gov.bn.

Employees facing similar issues are advised to promptly contact the Department of Labour at info.buruh@buruh.gov.bn and INRD.
