Perhaps the postal services could consider delivering parcels straight to homes, to keep the whole chain as contactless as possible.
Just like courier services, customs officers could first examine the content of a parcel and determine if there is a need to incur a fee before declaring it cleared for delivery. For parcels that contain taxable items, maybe the agency could set up a payment portal online. The delivery will only take place when the payment has been made.
