Call for experts to be part of national policy formulation

The involvement of experts and experienced personnel outside of the government should be made when formulating policies, especially those related to industry, business, socioeconomics, management and finance.

This was said by Legislative Council (LegCo) member Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim in a wrapping-up speech at the 19th Legislative Council session yesterday.

However, the criteria for appointing members who are not government officials must be clearly formulated based on meritocracy and performance base. “The appointed members must have qualifications, integrity, performance and strong governance in addition to having the qualities of trust, sincerity and having a forward looking vision.”

Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman also said, “We are not short of ideas and initiatives. Some blueprints have been and are being drafted. The leaders have also been identified and set. The only important thing we deal with is the implementation system which needs to be more efficient and effective coupled with a transparent monitoring system.

“This requires hard work, strong and steady coordination. Delivery and coordination procedures to implement these initiatives need to be improved and updated. The monitoring system needs to be transparent and have an independent assessment to measure its impact on the ground.

“This can be solved by the introduction of technology or sophisticated digital transformation.

It requires us to reveal issues with istiqamah, tawaduk and self-reflection.”

Meanwhile, special recommendations were highlighted regarding the success in religious education, zakat affairs in matters involving the development and improvement of collection and distribution methods as well as its management, waqaf management, and mosque affairs. As for Syariah affairs, issues related to the implementation of halal food, Islamic legislation especially in relation to marriage and divorce and the cases convicted, Islamic propagation and the welfare of the new converts were discussed.
