    Annual census through online methodology

    The Labour Department under the Ministry of Home Affairs will conduct the Annual Census of Employer/Employees, Wages, Earnings and Hours of Work for the year 2019 using the online methodology via the Business Reporting System (BRS) on its website at www.business.gov.bn/SitePages/OBR.aspx/SitePages/OBR.aspx.

    The department seeks the cooperation of all private sector business entities, private institutions, cooperatives, associations, clubs and statutory bodies operating in Brunei Darussalam, whether having the Foreign Workers Licence (LPA), or only employing local workers (no foreign workers), to provide and complete the information of workers (local and foreign), including employers, owners and managers working with the business entities, private institutions, cooperatives, associations, clubs and statutory bodies until or on October 30, in the census form provided on the website.

    However, household or private services are exempted.

    The census information is to be completed using an online method via the website using employer’s, owner’s or manager’s username obtainable through online registration at e-Darussalam.

    Guidelines on how to complete the census information can also be downloaded from the website or from www.labour.gov.bn.

    All completed census information will only be accepted online via the website effective October 31. The deadline for receiving census information is November 30.

    Employers, owners or managers are also advised and requested to complete the census information of their business entities, private institutions, cooperatives, associations, clubs and statutory bodies by themselves. This is to avoid the misuse of confidential census information by a third party that may have been trusted to complete the census information on their behalf.

    Census of Employer/Employee 2018 Receipt issued for Census of Employer/Employees 2018 will expire and be void effective October 31, 2019.

    Under the provision of the Employment Information Act 1974, Chapter 99, Section 3(1), all employers must fill in the Annual Census of Employer’s Employees’ Wages, Earnings and Hours of Work Forms. Under Section 8(1) of the Act, any employer, a) wilfully refuses or neglects to furnish the particulars or information required within the time allowed for the furnishing the same, or to furnish the same in the form specified or prescribed, or to authenticate the same at the place or in the manner specified or prescribed or delivery thereof; or, b) wilfully furnishes or causes to be furnished any false particulars of information in respect of any matter specified in the notice requiring particulars of information to be furnished; or refuses to answer, or, c) wilfully gives a false answer to any question necessary for obtaining any information or particulars required to be furnished under this Act is committing an offence and liable to a fine of BND2,500 and imprisonment of six months, and if continuing the offence, a further fine of BND50 a day will be charged.

    Service counters operate on Monday to Thursday and Saturday excluding public holidays from 8-11.30am and 1.45-3.30pm.
