Registered forwarding company must be engaged for importation of personal orders

With reference to the ‘Guideline on runner activities during COVID-19 situation’ issued by the Prime Minister’s Office (PMO), it is necessary for all individuals looking to bring in their orders (for personal use) from across land borders to engage a registered forwarding company.

All product importation will need to be declared online through Brunei Darussalam National Single Window (BDNSW).

The procedure at the Department of Pharmaceutical Services with respect to endorsement of controllable items has been updated accordingly. Henceforth, it is no longer necessary to use the department’s ‘Application For Exemption – Importation of Cosmetic products or Traditional Medicine and Health Supplement Products for Personal Use’ form.

Effective October 20, the updated procedure for importing items under the control of the Department of Pharmaceutical Services such as cosmetic products, traditional medicine and health supplement products for personal use is as per the following:

– Clients will have to approach a registered forwarding company to engage them for service. It is recommended that this be done in advance prior to arrival of your item. The list of registered companies can be viewed on the PMO website http://www.pmo.gov.bn/CMGB/Home.aspx.

– Bring along all necessary documents to the registered forwarding company, such as identity card, invoice, product catalogue or photo of the product showing clearly the product label (including the name of product and its ingredients) and a letter of request stating the item is for personal use.

– The forwarding company engaged will need to submit the Import Declaration Form online through the BDNSW. Once declaration is approved by the Royal Customs and Excise Department, the declaration will need to be printed and submitted to the Compliance and Licensing Section (CLS) of the Department of Pharmaceutical Services (either by the client or the forwarding company) for endorsement/approval at the following address: Compliance and Licensing Section, First Floor, Simpang 433, Lebuhraya Rimba, Kampong Madaras, Mukim Gadong A. – Collect the endorsed declaration form from CLS upon receipt of text message for purpose of customs clearance.

It will take one to three working days for the endorsement process to be completed.

Personal imports via the Mail Processing Centre at Jalan Airport Lama in Berakas will be referred to the pharmacy counter prior to customs clearance, for personal imports via air cargo and sea route will be issued a Notice of Seizure by the Royal Customs and Excise Department and the importer will be referred to CLS prior to customs clearance.
