The accident at the Sultan Haji Omar ‘Ali Saifuddien Bridge involving several vehicles which resulted in a fire, trapped victims and traffic congestion was part of a drill exercise by the Fire and Rescue Department (FRD) in the emergency exercise dubbed as Eksais Permata Hijau 2020 (ExPH2020). Personnel of other safety agencies also joined the emergency exercise.
ExPH2020 is an effort by FRD to enhance the preparation of joint-operations for agencies involved in emergency situations. The agencies included the Royal Brunei Police Force (RBPF), Emergency Medical Ambulance Services (EMAS) and the Public Works Department (JKR).
ExPH2020 also aimed to evaluate the effectiveness of emergency action plans and regular operating procedures of each agency in dealing with emergencies involving major road accidents by taking into account the interaction between the emergency management centres of emergency agencies and incident commanding post (ICP) and using emergency management mechanisms based on the agency’s emergency action plan.
The ExPH2020’s objective was also to coordinate response procedures and the effectiveness of interoperability between security agencies, evaluate the effectiveness of the implementation of each agency’s emergency action plan and orders and controls in carrying out joint operations, identifying capability gaps and preparations in enhancing agency capabilities – safety agencies in dealing with emergencies involving road accidents at the Sultan Haji Omar ‘Ali Saifuddien Bridge.
