Makeshift shops in residential areas

I’m distressed by the sight of makeshift shops in every street and corner of residential areas.

From my understanding, businesses must have prior approval from the authorities before they could set up shops.

But it appears as though you can now start a business wherever and whenever you want.
It’s ridiculous to think that my father received warning letters for leaving timber and broken zinc in our garage asking for immediate removal of the “rubbish”. Yet there are people who seem able to get away with the illegal setting up of businesses.

I hope the authorities could be more stringent in ensuring that our neighbourhoods are not overrun by illegal business operations.
