On a daily basis, I have seen unsafe conditions during construction works, especially in Bandar Seri Begawan.
This can cause injuries to workers and have financial implications. These construction contracts are usually awarded to the lowest bidder who will utilise foreign labour and not care much about HSE.
In my opinion, there is a possible solution to counteract this dilemma. We should change the practice of awarding contracts to the lowest bidder and instead award it to the best commercial and technical contractor who has a good safety record and employs a set percentage of locals.
Through this, we can ensure that workers’ safety are taken care and that locals are provided employment.
