Programme leaves officials on better footing

Officials are obligated in carrying out Amanah or duties and responsibilities entrusted to them, said Minister of Defence II Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.

He made this comment during an Executive Development Programme (EDP) certificate presentation ceremony at the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS) yesterday.

He highlighted the importance of policies to be aligned with the nation’s development agenda.

This, he added, makes engagements with relevant stakeholders vital and in the spirit of Muzakarah and Musyawarah to reach a consensus.

The minister called on participants to put the knowledge and skills acquired into immediate practice by being aware of their responsibility as leaders, and to be innovative in improving their organisation and the nation as a whole.

The minister, who was the guest of honour, presented certificates to 30 senior officials from government bodies who completed the three-month programme. The programme, now in its 15th instalment, was developed and conducted in collaboration with the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore.

It covered various policy analysis tools, from cost-benefit analysis to multi-criteria analysis, several case studies and key management and leadership approaches.

It aimed to equip senior officials with knowledge and skills to be more innovative in supporting the policy making process and in managing challenges.

The programme also consists of in-house special talks and visits to local government agencies to get better insights and understanding on strategy formulation, policy making processes and the initiatives implemented with particular attention on the Whole-of-Nation approach and their alignment to the national development goals of the Brunei Vision 2035.

This year, the participants went on a four-day study trip to Singapore where they were exposed to policy approaches and management practices from several key agencies.

Acting Director of SHHBIDSS Ampuan Yura Kasumawati binti Dato Paduka Haji Mohd Adnan and Associate Professor and Director of the Institute of Water Policy and Former Vice-Dean of Research of the LKYSPP, National University of Singapore Professor Eduardo Jr Araral highlighted the close collaboration between both sides, and the various initiatives to strengthen the programme over the years.

Commander of the Royal Brunei Armed Forces (RBAF) Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commissioner of the Royal Brunei Police Force Dato Paduka Seri Haji Mohammad Irwan bin Haji Hambali, ambassadors and high commissioners, permanent secretaries at the Prime Minister’s Office and Ministry of Defence (MinDef), Vice-Chancellor of Universiti Brunei Darussalam, Rector of Universiti Islam Sultan Sharif Ali (UNISSA), service commanders and other senior officers from the MinDef and RBAF were also present.

Launched in 2004, the programme saw the participation of 359 senior officers to date. SHHBIDSS, the only defence, strategic and security studies think tank in the country has been facilitating and coordinating the development of this annual programme since 2008.
