A CEREMONY was held yesterday to witness the contract signing between the Narcotics Control Bureau (NCB) and Elite Computer Systems Sdn Bhd.
The guest of honour was Permanent Secretary (Security and Enforcement) at the Prime Minister’s Office Dato Paduka Hj Hamdan bin Hj Abu Bakar.
The contract signing allows for the expansion of the NCB Intranet Portal into the Narcotic Information System (SINAR), thereby empowering law enforcement to effectively provide efficient, responsive support services. This also allows for the providing of high quality coordination among related departments and sub systems.
SINAR will use investigation, supervisory and resident files in the electronic format. Through this transformation, all branches of NCB will speed up and enhance their capabilities in intelligence processing, arrest, prosecution, supervisory and rehabilitation processes.
With this special software, strategic reports and key performance indicators (KPI) of NCB can be expeditiously implemented. The software will also allow the bureau to produce a forecast of future drugs misuse situations (within three to five years), and from there make an analysis on intelligence, arrest, supervision and rehabilitation.
The SINAR project was split into three phases: Infrastructure (implemented in January 2011), Business re-engineering process (implemented in February 2012) and the expansion of NCB Intranet Portal into the Narcotic Information System and other related services (implemented in February 2015).
The scope of work covers user requirement and business processes studies, SINAR subsystems development (in investigation, enforcement, intelligence, business intelligence and management support, supervision management, drug rehabilitation centre management, administration, event and communication management and external self-service portal), integration of remote database, data conversion, data cleansing and data migration, training on the application, IBM 12 investigation tools software as well as support and maintenance.
