THE Public Service Commission (SPA) will be introducing to the public a new method of applying for job vacancies in the government departments through the use of an online recruitment service.
The SPA recruitment system is expected to be in operation at the end of February 2015.
The official launching and activation of the SPA recruitment portal will be announced to the public at a later date.
The SPA recruitment system is an e-Government project administered by the Public Service Commission in collaboration with several government agencies including the Prime Minister’s Office, e-Government National Centre (EGNC) and the Government Employee Management System (GEMS) Division of the Public Service Department.
The system is designed and developed by Microsoft (Brunei) Sdn Bhd through the Brunei Solutions Development Centre (BSDC).
The web-based platform system promises a convenient online job application experience for applicants by allowing round the clock access to its users. Once the SPA recruitment portal is activated, the office will no longer accept the present method of manual form submission for job application.
The system aims to expedite SPA’s recruitment process and eliminate problems caused by manual delays.
The SPA recruitment system is being developed and implemented in two phases. The first phase focuses on replacing the current method of manual form submission with online recruitment system (public facing) while the second phase focusses on the recruitment process management (back end system).
Prior to the launching of the SPA recruitment system, the public including present civil servants, are encouraged to start registering with e-Darussalam to obtain a ‘username’ and ‘password’.
The same login credentials will be used to sign in to the SPA recruitment portal.
Once an account with e-Darussalam is created, users are required to verify their account in order to complete the registration process with e-Darussalam. Verification of e-Darussalam accounts can be done by bringing in the account holder’s smart identification card (IC) to authorised verification centres that are located in all the four districts.

Once the SPA recruitment portal is activated, verified e-Darussalam account holders will be able to log in and gain access to the portal’s user-friendly interface and contents.
After gaining access to the portal, users will be directed to their ‘My Profile’ page where they can enter their details such as their qualifications and work experience and upload relevant documents in pdf format such as applicant’s photo, certificates and driving licence for application process.
Applicants are encouraged to scan these documentations in the required pdf format before uploading them in the portal.
It is compulsory for all job applicants including the present civil servants to submit their applications through the SPA recruitment portal once it has become active.
All civil servants are advised to keep their personal data and service record in GEMS updated at all times as all these information will be extracted from GEMS and automatically uploaded into the civil servant’s own ‘My Profile’ page of the portal.
Any incorrect information retrieved from GEMS will cause users to have their application consequently rejected by the SPA recruitment system.
The official SPA recruitment portal will be available for access after its activation at https://recruitment.gov.bn.
The portal can also be accessed through SPA’s official website at www.spa.gov.bn and e-Darussalam’s website at www.gov.bn.
Presently, prior to the activation of the portal, individuals who wish to apply for available vacancies advertised by SPA are still required to submit their application to the office using the designated SPA (1/2) forms.
Online submission through SPA recruitment portal will only be available for public access once the system is fully operational after the launching.
